Howard Morrison

Sir Howard Andrew Clive Morrison KCMG , CBE , QC (born July 20, 1949 ) is a British attorney and has been a judge at the International Criminal Court since 2011, based in The Hague , the Netherlands .

Legal career

After graduating from the Court School of Law , Morrison was appointed to the Gray’s Inn Bar Association in 1977 , which also appointed him as a Bencher in 2008. From 1977 to 1985 he practiced on the Midland and Oxford Circuit . This included working on military tribunals in the UK and Germany . In 1985 he was named Resident Magistrate and then Chief Magistrate of Fiji and Senior Magistrate for Tuvalu . In 1988, he was appointed Attorney General of Anguilla with particular responsibility for the speedy adoption of new anti-drug legislation and was awarded an OBE in leadership and judicial services for the Fijian judiciary during complex military coups. He was admitted to the bar in Fiji (1988) and appointed to the Eastern Caribbean Supreme Court (1990). He returned to the UK in 1989 where he worked on the Midland Circuit . In 1993 he was appointed Assistant Recorder and in 1997 he was given the authority to negotiate criminal , private and family law cases. He served as a member of the Bar Association's Race Relations Committee and Equal Opportunities Committee and was a strong advocate for the appointment of more female candidates and more candidates from an ethnic minority group.

From 1998 he worked for the defense at the International Criminal Tribunal for Rwanda (ICTR) in Arusha , Tanzania and at the International Criminal Tribunal for the Former Yugoslavia (ICTY) in The Hague . In 2001 he was appointed Crown Attorney . In 2004 he retired from the war crimes tribunals and became a full-time circuit judge responsible for criminal matters . In 2008 he became Senior Judge of the Sovereign Base Areas of Cyprus ( Akrotiri and Dekelia ). He was appointed CBE in 2007 for the service of international law .

Morrison was appointed Judge of the Special Tribunal for Lebanon in 2009 but resigned shortly afterwards after being appointed Judge of the International Criminal Tribunal for the Former Yugoslavia (ICTY). He succeeded Lord Bonomy.

At the 10th session of the Assembly of States Parties to the Roman Status of the International Criminal Court, he was elected as one of the six judges to the International Criminal Court . He currently serves as President of the Appeals Department.

On October 26, 2015, Morrison was born to Queen Elizabeth II . Knighted as a Knight Commander of the Order of St. Michael and St. George (KCMG) for Services in International Law and the Rule of Law.

Further appointments

In 2007, Morrison was a Holding Redlich Distinguished Visiting Fellow at Monash University Law School. He teaches international humanitarian law in Europe , Africa , the Middle East , the USA and Australia . From 1996 to 2002 he was a member of the Race Relations Committee of the England and Wales Bar . He is a member of the International Bar Association , the Commonwealth Judges and Magistrates Association , the British Institute of International and Comparative Law, and the Advisory Board for the Journal of International Criminal Law . He was made a Fellow of the Royal Geographical Society (FRGS) in 1991. In 2012 the University of Leicester made him an honorary professor in the Faculty of Law and in 2013 the Lauterpacht Center for International Law , Cambridge University made him a Senior Fellow. In July 2014 he was awarded an LL.D [Doctor of Laws] from Leicester University. He was visiting professor at 22 universities worldwide.
