The 1990/91 season was the 17th season of the I-divisioona , the second highest Finnish ice hockey division . JoKP Joensuu won the league championship and went straight to the SM-liiga , while the team from Kärpät Oulu qualified for the SM-liiga-relegation , in which Lukko failed with 1: 3 wins.

In addition to the athletic relegated Ketterä , GrIFK was also relegated for economic reasons, while Vaasan Sport secured relegation in the relegation against the representative of the third-class II divisioona.
