POLAS ( POL izei A uskunfts S ystem) is a computer - search system of the German police .

Commissioning and further development

Polas was put into operation by the City of Hamburg in 1999. In summer 2001, the system was expanded to adapt it to use in Hessen . Both countries worked together on the further development of the system. In 2003 the Federal Criminal Police Office also took over the system and, as INPOL -Land, also presented it to the states of North Rhine-Westphalia , Bavaria , Thuringia , Saxony , Saxony-Anhalt , Brandenburg , Saarland , Schleswig-Holstein , Bremen , Mecklenburg-Western Pomerania , Baden-Württemberg and the like the Federal Police , its own administration and the Customs Criminal Police Office .

POLAS and INPOL-Land also offer the possibility of obtaining information from the Schengen Information System (SIS) and direct inquiries to the Central Traffic Information System ( ZEVIS ) and the Central Register of Foreigners (AZR).

Data in POLAS

POLAS records:

  • Last name, maiden name, first name, nickname, place of birth, country of birth, nationalities, gender
  • Detention data (date of admission, release, duration of the sentence, etc.), department keeping criminal records
  • Personal description (including physical characteristics and special appearance) that was allowed to be collected as part of an identification service treatment for the purposes of the identification service.
  • Personal information (violent, armed, BtM consumer, hard drug consumer, sexual offender, insane, risk of escape, escapist, offender motivated on the right , offender motivated on the left , offender of politically criminal foreigners, violent offender of sports, risk of infection, often changes place of residence, thief, fraudster, check )

Efficiency

The system is available around the clock as an intranet application. The system is so actively involved in police work that, according to its own statements, it can be determined nationwide within 10 seconds of a vehicle's license plate query whether it is advertised for a search . Information of this kind is highlighted in color, as well as whether people are classified as violent or are wanted by an arrest warrant .

Further development and maintenance

The system is constantly being updated and developed. This task is taken over by the IPCC ( INPOL-Land-POLAS-Competence-Center ) under the direction of the Hamburg / Hessen / Baden-Württemberg / Brandenburg cooperation. Developments are for example: Mobile computing for the police, crime statistics , interface for case processing, digital identification service workstation, interfaces to external systems e.g. B. AZR, ZEVIS, EWO ( residents' registration file) and FADA (information systems of vehicle manufacturers).

Another milestone in 2004 was the so-called CRIME (Criminal Research Investigation Management Software), a database for fighting serious crime, with which complex issues can be managed and relationships can be represented. CRIME is intended for authorities outside the police, e.g. B. Tax investigation and the protection of the constitution , in order to take account of the principle of separation . CRIME is preferred by the criminal police of Baden-Württemberg, in addition to ComVor, in extensive investigative proceedings.

The system is a high-availability HP Metrocluster made up of HP-Proliant servers ( HP 9000 N- and L-Class) with HP Surestore disk arrays XP512 data storage, Alcatel Omniswitches, Brocade SAN switches and an NIS domain (RPC-based client / Server system) and Nortel Alteon load balancers .

The legal basis for the use of POLAS are the Criminal Procedure Code (StPO), the BKA Act (BKAG) and the Federal Data Protection Act (BDSG).
