The code for Brandenburg was changed from "DE-BR" to "DE-BB" between the draft standard ISO / DIS 3166-2 and the final standard ISO 3166-2: 1998. The abbreviation “ND” is sometimes used for Lower Saxony, for example in the ELSTER project . The leading letter “H” in HB and HH stands for “ Hanseatic City ” as in the case of the license plate .

The codes are generally chosen so that they relate as clearly as possible to a specific federal state. DE-BA could have stood for Baden- (Württemberg) or Bavaria , DE-BR for Bremen , Brandenburg or Federal Republic , DE-SA for Saarland , Saxony or Saxony-Anhalt and DE-NS in addition to Lower Saxony also for National Socialism , i.e. for the " Third rich".
