Publications

In his 2010 book So nicht, Europa! Bittner describes the three big mistakes of the EU from his point of view. Really important concerns are neglected in favor of detailed questions, the necessary consistency in the implementation of fundamental tasks is lacking and the executive has too much weight compared to the democratic basis.

“In short, there are three mistakes. The EU regulates the small too big and the big too small. It regulates the soft too hard and the hard too soft. And it moves too fast at the top and too slow at the bottom. "

Controversies about the institution

Bittner's networking with think tanks and political elites was portrayed satirically on April 29, 2014 by the cabaret show Die Anstalt . Reference was made to a cooperation project between the Science and Politics Foundation and the German Marshall Fund , which from November 2012 to September 2013 developed "Elements of a foreign policy strategy for Germany" with support from the Foreign Office's planning staff. Bittner was involved in the content of the project paper Neue Macht. New responsibility involved. A related disclosure under his time article was initially omitted. This also applies to contributions by Zeit co-editor Josef Joffe . The reference to Bittner's involvement in the project was made after a week under the article Bittner in the time. According to his own statement, Bittner actually took part in a 50-person "discussion group" in 2013, which was supposed to develop a thesis paper on the future German security strategy. “In my opinion, participating in conferences of all kinds and types of organization is part of the daily routine of journalists,” explained Bittner.

Bittner filed a complaint against the statement that he was a member of the German Marshall Fund (GMF) of the United States and that he had also taken part in a speech given by Federal President Gauck to the Munich Security Conference . Bittner and Josef Joffe obtained an injunction against ZDF through the press chamber of the Hamburg Regional Court . Max Uthoff said in an interview: "Together they (Bittner and Josef Joffe) accuse us of having misrepresented facts about their connections in transatlantic lobby associations." The allegations are not false, Uthoff continues, but at best inaccurate. Bittner defends himself against being called a “member” of the transatlantic think tank. In fact, there are no members at the GMF, only "participants", to which it can be proven that it belongs. Bittner contradicted this representation. He relativized the importance of participation: he was only a participant in conferences organized by the GMF.

On October 7, 2014, Meedia reported that the Hamburg Regional Court had partially overturned the injunction. The statement that Bittner had written for the Federal President in connection with the speech by Federal President Gauck at the Munich Security Conference was allowed again. The statement that Bittner was a member, advisory board or board member of the three organizations with which he was associated in Die Anstalt remained forbidden. In its judgment of September 9, 2015, the Higher Regional Court in Hamburg prohibited Jochen Bittner and Josef Joffe from being called a member, advisory board or board member of the transatlantic organizations mentioned in the program, and judged the portrayal of the two journalists as a violation of their personal rights. As a result, the program was temporarily banned from being distributed and the satirists were not allowed to repeat their claims. On January 10, 2017, the Federal Court of Justice rejected this ruling and followed the opinion of the first instance that the satirical presentation of a situation may also contain inaccuracies. The Neue Juristische Wochenschrift referred in this connection to the judgment in the Böhmermann affair , where the satire was allowed at least under criminal law, even allegations drawn out of thin air, up to and including the allegation of sodomy .
