Josef Höchtl (born May 13, 1947 in Hollabrunn ) is an Austrian social and economic scientist and former politician ( ÖVP ). Höchtl represented the ÖVP in the Austrian National Council from 1975 to 1999 .

Life

education and profession

Höchtl attended the elementary school in Hadres from 1953 to 1957 and the secondary school in Hadres from 1957 to 1958. In 1958 he moved to the Realgymnasium in Horn , which he graduated with distinction in 1966. After Höchtl had done his military service at the Guard Battalion in Vienna from 1966 to 1967, he studied economics and social sciences at the University of World Trade and in 1972 acquired the academic degree Mag. Rer. soc. oec. and a doctorate in 1981 for Dr. rer. soc. oec. He also studied sociology, philosophy of politics and ideology criticism at the University of Vienna , attended lectures in journalism and completed language studies in English, French, Spanish and Russian. He is a member of the Catholic secondary school association Waldmark HORN and the Catholic student association KÖHV Franco-Bavaria Vienna in the ÖCV .

From 1971 Höchtl worked for the Vienna University of Economics and Business and from 1997 worked in the Federal Ministry for Education, Science and Culture .

He began his political engagement at the age of 16 when he founded a YOUNG ÖVP group in HADRES (in the Weinviertel) and was elected first chairman. He then continued this activity from 1967 by founding the district group of “Lower Austrians in WIEN”, which organized many students and young professionals from Lower Austria who lived in Vienna during the week. He also acted as chairman. This experience brought with it that in 1971 he was appointed regional representative of the young ÖVP-Lower Austria. advanced, from where he was then elected federal chairman of the young ÖVP on October 1, 1972 - an organization which he was able to develop into the largest political youth organization in Austria with over 100,000 members. As federal chairman of the young ÖVP, he founded the SCHÜLERUNION (UNION HÖHERER SCHÜLER) together with the cartel chairman of the MKV, which then also developed into the dominant student organization in Austria and since the 1970s has provided the majority in the federal student council.

Höchtl was a member of the Klosterneuburg municipal council from 1980 to 1990 and was a member of the National Council from November 28, 1975 to October 28, 1999. From 1979 to 1993 he took over the function of area spokesman for sports policy in the ÖVP and was also spokesman for human rights issues from 1989 to 1995. Within the parliamentary club, he also held the role of spokesman for human rights issues and was also the education spokesman for the ÖVP.

Within the party, Höchtl took over the office of district party chairman of the ÖVP Wien-Umgebung in 1978 . Between 1972 and 1981 he was a member of the federal party executive, then until 1991 a member of the federal party leadership and then until 1997 again a member of the federal party executive. He held his highest office within the party from 1977 to 1981 as federal representative of the ÖVP.

Höchtl was active in various associations during his political career and began his political commitment as the regional chairman of the Young ÖVP Lower Austria , an office he held between 1971 and 1973. In addition, he was Federal Chairman of the Young ÖVP from 1972 to 1981 and from 1991 to 1997 he was Federal Chairman of the ÖAAB .

In addition, Höchtl held the office of chairman of the Lower Austrians in Vienna between 1968 and 1972 . Höchtl was also Vice President of the European Union of Young Christian Democrats from 1976 to 1981, Deputy Chairman of the Austrian Federal Youth Council between 1972 and 1980 and was a member of the Interparliamentary Union (IPU) and leader of the Christian Democratic and Conservative parliamentarians . Furthermore, from 1993 to 1997 he was Vice President of the EUCDW ( European Union of Christian Democratic Workers ). From 1990 to 1996 he was President of the Austrian League for Human Rights and from 1990 he was President of the Austrian Society for International Understanding .

At the end of the 1980s he was also elected as Federal Deputy Chairman of the largest SPORT umbrella organization "SPORTUNION" and also acted as President of the Austrian Luge Association from 1976 to 2002 and was then appointed Honorary President.
