After graduating from high school at the archbishopric high school in Kroměříž and completing his studies at the theological faculty of the University of Olomouc , Hlouch was ordained a priest on July 5, 1926 . In addition to his pastoral work at various parishes in the Archdiocese of Olomouc, he continued studying theology and completed his habilitation in 1934.

In 1945 ThDr. Hlouch appointed professor of pastoral theology . Pope Pius XII appointed him on June 25, 1947 bishop of the re-established diocese of Budweis. In May 1950, Hlouch was illegally interned by the communist regime, initially in his residence, from February 1952 outside his diocese and prevented from exercising his episcopal office until 1968. After Hlouch was allowed to resume his official duties on June 9, 1968, he initiated a general overhaul of the Cathedral of St. Nicholas in České Budějovice. After Hloch's death in 1972, the Budweiser Bishop's chair remained vacant. After the political change , Miloslav Vlk , who worked as Hlouch's secretary from 1968 to 1971, became his successor in 1990.
