Josef Stecker (born December 7, 1916 in Wehm ; † January 24, 2008 in Meppen ) was a German lawyer and politician ( CDU ).

Life and work

Josef Steck was born as the son of a teacher from Hümmlingen who was involved in the Center Party. After attending primary school in Wehm, the rectorate school in Werlte and graduating from high school in Meppen in 1935, he began studying law at the Westphalian Wilhelms University in Münster . There he became a member of the WKSt.V. Unitas Winfridia Munster . In 1939 he passed the first state examination in law in Hamm and became a trainee lawyer at the Sögel district court . In October 1939 he was drafted into the Air Force . From 1939 to 1945 he took part in the Second World War as a soldier in the Air Force . Most recently he was promoted to lieutenant.

After his release from captivity - he survived captivity in one of the Rhine meadow camps - Stecker continued his legal clerkship in February 1946. In 1947 he was with the thesis "The fraud, especially in the District Court Osnabrück" to Dr. jur. doctorate and passed the second state examination in law in 1948. He then entered the administrative service in Lower Saxony and initially worked as an associate lawyer in Oldenburg . From 1949 to 1952 he worked for the government in Osnabrück and from 1952 to 1961 served as senior district director of the Meppen district . During these years, the region, which had been economically backward and neglected in terms of traffic, was opened up with the help of the Emsland Plan , with Stecker advocating a purely agricultural orientation of the plan. He also attached great importance to the expansion of the school system, cultural institutions and traffic routes. The connection of the Emsland to the motorway network was particularly important to him , so that he personally celebrated the completion of the BAB 31 on December 19, 2004.

From 1969 to 1983 he was President of the Savings Banks Association Lower Saxony and was appointed to many offices of the financial sector, such as chairman of the supervisory board of Nord / LB . In addition, Stecker was involved in home care and was chairman of the Emsland Heimatbund from 1952 to 1964 and at the same time a member of the advisory board of the Lower Saxony Heimatbund (NHB). From 1979 to 1995 he was President of the Emsland landscape . In these functions he promoted the scientific research of the regional past and emerged himself with corresponding publications. Since 1983 he has lived in Meppen again and devoted himself to cultural life with great dedication. In addition to the homeland movement and research, he was committed to the baroque restoration of Clemenswerth Castle, the theater pedagogical center in Lingen and the establishment of a regional history library, today's library of the Emsland Heimatbund.

He was involved in numerous social projects in the Holy Land . In 1972 he was appointed Knight of the Order of Knights of the Holy Sepulcher by Cardinal Grand Master Eugène Cardinal Tisserant and invested on May 13, 1972 by Lorenz Cardinal Jaeger , Grand Prior of the German Lieutenancy . He was the chief commander of the Osnabrück commandery .

Steck married Agnes Kuhlmann, who was born in Werl on June 6, 1950 . The marriage had seven children.

Political party

Steck joined the CDU after 1945. He was chairman of the CDU district association Osnabrück-Emsland and deputy chairman of the CDU regional association Hanover .

MP

Plug was a member of the German Bundestag from 1957 to 1969 . He has always entered the Bundestag as a directly elected member of the Emsland constituency .

He was now a member of the Lower Saxony state parliament , to which he was elected in 1963. On June 12, 1963, he resigned from the state parliament in order to be able to continue his work as a member of the Bundestag.
