europe beyond division e. V. (short: beyond ; until July 2016: Junge Piraten e.V. ) is a German political association based in Berlin , which was the youth organization of the Pirate Party Germany until July 2016 .

At a general meeting in 2015, the association changed its name “in external communication” from Young Pirates to Young Pirates , before it finally parted ways with the Pirate Party on July 30, 2016 at a federal members' meeting and decided to change its name to europe beyond division Has. The chairman of the Pirate Party, Stefan Körner , immediately announced that the party would found a new youth organization. This finally happened on August 27, 2016 at a federal party conference of the Pirate Party Germany with the re-establishment of the Young Pirates . The federal party congress finally decided to withdraw the party's youth organization status, thereby completing the association's demarcation process.

Membership in the Young Pirates was independent of the mother party. The young pirates were represented by Martin Delius and Heiko Herberg in the Berlin House of Representatives , Jasmin Maurer in the Saarland state parliament and Torge Schmidt and Sven Krumbeck in the Schleswig-Holstein state parliament in three state parliaments with a total of six members.

The program of europe beyond division is largely based on that of the Pirate Party . Topics include surveillance, data protection and privacy as well as copyright. In contrast to the Pirate Party, europe beyond division places a special focus on youth-specific topics such as the protection of minors, computer games and free internet culture.

With the action Get your data back ( HDDDZ for short ), the organization, still called Junge Piraten , called on young people to be more careful when handling personal data. They want to show which problems can arise, for example due to data mining, in the careless transfer of private data in social networks , and teach them how to use these networks correctly. The campaign does not only provide information for young people, but also for their parents.

For example, there is a “social network leaflet” that highlights some problematic points, as well as “bad examples” for handling personal data. There is also a small collection of fictional messages from various people, offices and companies that criticize someone for his behavior in an unmasking way and with “How do I know? Your profile says everything about you ”or a similar phrase adapted to the“ previous history ”ends. They are used both online and on flyers.

Several media have already reported on HDDDZ , including Yahoo News and the ZDF morning magazine .

Protection of minors

At the Federal Members' Meeting in October 2010, the Young Pirates also adopted a catalog of demands on the subject of youth protection in the media, especially in the case of films and video games, the content of which was also partly adopted by the Pirate Party. This includes, among other things, the abolition of the federal inspection agency for media harmful to minors , the replacement of the entertainment software self-control with Pan European Game Information and the general non-binding of age labels.

Discussion about discrimination in the Pirate Party

On April 6, 2012, the organization issued an open letter criticizing racism and sexism in the Pirate Party. In particular, they criticized the fact that many members of the pirates would tolerate discrimination with reference to freedom of expression . The letter sparked a violent dispute within the party. The Pirate Party rejected the allegations. A spokesman said there were ten percent idiots in every party.

The Young Pirates were founded on April 18, 2009 in Wiesbaden , but were not yet the official youth organization of the Pirate Party, as official recognition can only come about through them. At the federal party conference of the Pirate Party Germany from May 15 to 16, 2010 in Bingen am Rhein , the young pirates were almost unanimously declared to be the official youth organization of the same. However, they separated from the parent party on July 30, 2016 at a federal members' meeting and changed their name to europe beyond division e. V.

membership

Membership in europe beyond division is possible up to the age of 30 without an age limit. Honorary members can also be members beyond this limit. There is also the possibility of sponsoring membership for people over 30 as well as for companies. Sustaining members support the association with an annual contribution of at least 12 euros. The regular annual minimum fee for full members is also 12 euros according to the fee schedule; Honorary members do not have to pay a membership fee.

Board

The first board was elected at the founding meeting. Carmelito Bauer from Wiesbaden, who was only 15 years old at the time, became the organisation's first chairman. Since then, the board has been elected annually by the members present at the federal general meeting. In 2009, the structure of the board was changed at the first federal members' meeting by changing the statutes. It now consisted of seven members, the chairman and deputy, general secretary, treasurer and three assessors.

On November 5, 2009, CEO Joshua Brück resigned for personal reasons. Heiko Herberg was elected as the new provisional chairman of the board.

Finally, on August 10, 2010, the acting chairman of the board, Heiko Herberg, resigned. At the extraordinary board meeting on August 13, 2010, Julia Reda was unanimously elected (with her own abstention) as the new provisional chairman of the board.

At the federal members' meeting in February 2013, a new board consisting of a chairman, two deputy chairmen, a treasurer, a secretary and two assessors was elected.

The structure of the board was changed at the Federal Members' Meeting from March 14 to 16, 2014. Instead of a board of directors, the Junge Piraten and europe beyond division have since been represented by a spokesperson's council , consisting of a number of speakers not specified in the statutes, and managed by an administrative council consisting of a treasurer and a general secretary.

At a federal members' meeting on August 9, 2014, the existing speaker council was supplemented by two speakers after the resignation of Norbert Hense.

Working groups

Working groups were the smallest division of the association. They mainly dealt with organizational and programmatic issues. Due to the distribution of the members across Germany, meetings of the working groups took place mainly on the Internet. Working groups were abolished with the board resolution to restructure the working and working group system, as they are a "suboptimal way" that hinders the "free development of ideas".

International cooperation

Europe beyond division are observing members of the international pirate party association Pirate Parties International . They are also a founding member of the European Union of Pirate Party youth organizations, Young Pirates of Europe .
