The correctional facility (JVA) Dortmund , popularly known as Lübecker Hof due to its location on Lübecker Straße , is a correctional facility in Dortmund . The prison is located in the district Downtown East in the immediate vicinity of the Dortmund Office - and the District Court .

history

In 1898 it was decided to build a prison in Dortmund. The construction of the facility lasted until 1902 and on December 4, 1902 the detention center was opened. At first it served exclusively as a pre-trial detention center . In 1930 the facility was expanded with an extension and another 70 detention places.

From 1942, foreign prisoners of the night and fog were incarcerated in the Dortmund remand prison. Contemporary witnesses speak of poor living conditions and abuse. At least 300 people were guillotined in Dortmund , including 85 of the Night-and-Fog prisoners.

19-year-old Ilse Mitze was sentenced to death by judge Ernst Eckhardt and his assessors in 1944 because she had stolen some panties, shirts and stockings from her employer while cleaning up after an air raid. Ilse Mitze was beheaded with a guillotine on May 12, 1944 in the Dortmund remand prison.

Between 1970 and 1972 part of the old prison was demolished and a new farm building was built. Another extension followed in 1980. A further 73 prison places and an underground sports hall were built on Hamburger Strasse.

On February 18, 2017, the prison library of the Dortmund JVA was honored with the award "prison library of the year 2016" in the historical town hall of Münster as first place. This was preceded by a nationwide competition organized by the Friends of Prisoners' Library and was awarded by the association for the first time.

Occupancy

The prison has an occupancy capacity of 404 prisoners, but in the past it was partially overcrowded. Around half of the prisoners are in pre-trial detention , the other half are serving a term of imprisonment , and the proportion of non-German prisoners is around 50%.

Current developments

At the turn of the millennium there were specific considerations about the new building of the institution. The plan was to merge the Dortmund JVA with the Hagen JVA and build a joint institution in the north of the city of Hagen. The plans have not been implemented, both institutions continue to exist for themselves.

In 2019 the institute actively participated in the Protestant Church Congress. In this context, two large-format facade paintings were painted on the outer facade of the institution. On the one hand, the Italian artist Vesod interpreted the story of the unbelieving Apostle Thomas from the Gospel of John in his own way. Vesod refers to an iconic painting by Carvaggio that dates from the 16th century. Another painting is on the back of the building, made by the German artists Noah Kauertz and Oliver Hollatz. In this picture, which is somewhat reminiscent of the American artist Edward Hopper, a young man sits with his face turned away and a sheet of paper in his hand. Obviously - so the impression - he received bad news.

Both pictures are attached to the previously rather unsightly, bare facades of the prison.

Jurisdiction

The JVA Dortmund is responsible for the execution of custodial sentences on adult men in closed execution . Imprisonment sentences of three months up to and including 18 months are carried out in the initial and regular execution. The enforcement authority for foreigners is up to 48 months imprisonment. In addition, the institution is responsible for the execution of pre- trial detention , extradition and transit detention on adults as well as for the execution of criminal arrest .

The competencies of the penal institutions in North Rhine-Westphalia are regulated in the execution plan of the state of North Rhine-Westphalia (AV d. JM of September 16, 2003 - 4431 - IV B. 28 -).
