The Gelsenkirchen correctional facility is a correctional facility in the Essen regional court district .

history

In the 1980s, the NRW Ministry of Justice made the decision to build a new penal institution in the Ruhr area. The location considerations for the new institution quickly concentrated on the former Feldmark industrial area in Gelsenkirchen.

In 1991 the Cologne architect Manfred Bohm won the nationwide competition to build the institution. As a design approach for the prison, Bohm had the image of a sun-centered city based on the baroque model in mind. The "prison city" was therefore laid out around a central square, the detention houses and the administrative complex are lined up in a ring and close the public utilities in their middle (for example two leisure houses separated by sexes, each with a church, a sports hall, a laundry and a kitchen ) a.

The institute was rebuilt between 1996 and 1998 and operated from August 1998. It offers 440 places for male and 109 places for female prisoners in closed prison. There are also places in the open prison for 59 prisoners . The church interiors were designed by the artist Horst Gläsker .

Institution management

In the past, the leaders were Barbara Salewski (1998–2002) and Volker Wingerter (2002–2009). From 2009 to 2011 Julius Wandelt was temporarily responsible for the institution's management, from 2011 to the end of 2015 the psychologist Carsten Heim was head of the institution. The lawyer Elisabeth Nubbemeyer has been running the institute since May 2, 2016; the lawyer Andreas Jellentrup is the deputy head.

The Gelsenkirchen JVA is responsible for the execution of:

  • Replacement custodial sentence for women.

The competencies of the penal institutions in North Rhine-Westphalia are regulated in the execution plan of the state of North Rhine-Westphalia (AV d. JM of September 16, 2003 - 4431 - IV B. 28 -).

Education and training

The Gelsenkirchen JVA also offers vocational training for prisoners. There are 31 trainee positions available. TÜV NORD Bildung GmbH & Co KG is responsible for the training measures . Tobe offered:

In order to enable prisoners to transition to the world of work as seamlessly as possible after their arrest, the vocational support and integration programs of the employment offices and educational institutions for former prisoners are used. In the JVA Gelsenkirchen an employee of the "MABiS" (market-oriented training and employment integration for those released from prison) is available. MABiS cooperates with authorities, educational institutions and employers and arranges training and jobs here after imprisonment.
