The JVA Bochum , also called Krümmede , is a prison for adult male prisoners in the city of Bochum . The Bochum JVA has a capacity of over 861 prison places, including 22 places in the therapy preparation department for drug-dependent inmates and 15 places in the social therapy department .

history

Against the background of the Prussian criminal law reform (1871), the prison or penitentiary was built as the Royal Prussian Central Prison with a capacity for around 800 male and a smaller number for female prisoners in the years 1892 to 1897 on the former Vöde of Bochum.

Although the Reich Ministry of Justice has long been recognized as an organ of Nazi terror, the JVA website says: “ During the period from 1933 to 1945, according to previous investigations, no prisoners from the GeStaPo or other National Socialist institutions were housed in the central prison in Bochum. “It has already been scientifically documented that political prisoners and prisoners of the so-called Night and Fog Decree were imprisoned in the central prison in Bochum. This decree of Hitler was classified as a war crime and a crime against humanity at the Nuremberg Trial .

The facility was damaged in World War II . After the end of the war until 1947, the prison was under the direction of an English officer. At that time the institution was called the Bochum Prison and Remand Detention Center . Since 1969 the prison has been called the Bochum prison .

The Bochum prison was expanded in 2009 by an extension with 102 places. The extension building on the site of the former, demolished women's hospital in Bochum complements the star-shaped building from the 19th century with a modern reinforced concrete building. The new prison, with mostly single cells and rooms for medical care, replaces the dilapidated branch in Recklinghausen. In spring 2010, another work hall was put into operation. The entire expansion project cost around 17.5 million euros.

Jurisdiction

The JVA Bochum is responsible for the execution of:

  • Pretrial detention , extradition and transit detention for adults
  • Imprisonment ( Erstvollzug ) of three months to two years
  • Imprisonment ( standard execution ) from three months up to and including two years
  • Imprisonment of more than two years according to the result of the admission procedure
  • Imprisonment of more than 24 months for foreigners
  • Nursing department (now closed)
  • Therapy preparation department for drug-addicted inmates
  • Social Therapy Department

The competencies of the penal institutions in North Rhine-Westphalia are regulated in the execution plan of the state of North Rhine-Westphalia (AV d. JM of September 16, 2003 - 4431 - IV B. 28 -).

In the media

In January 2011, a 26-year-old Lebanese escaped after being held in custody on suspicion of serious robbery. The underground prisoner climbed through a hatch onto the roof of a detention center and then jumped six meters down onto the flat roof of another building. From there he jumped about five meters deep into freedom and fled over a sidewalk.

On January 16, 2012, a violent criminal who had been sentenced to life imprisonment saw through his cell bars and tried to flee. Since this did not work at the moment, he hid in the attic of the church room, where he wanted to wait for the coming night. However, there he was tracked down by a search dog. He had several hacksaw blades, a mobile phone and a self-made, functional passkey with him.

Only 13 days later, a Polish prisoner escaped by removing a bulletproof glass window from its holder and escaping over the roof. On February 17, 2012, a 31-year-old inmate escaped after suffering a head injury in a hospital outside the prison.

North Rhine-Westphalia's Justice Minister Thomas Kutschaty then suspended the head of the prison Friedhelm Ritter von Meißner and replaced him with Uwe Nelle-Cornelsen. Kutschaty said that Mr. von Meißner had reported to the ministry inaccurately, incompletely and in some cases even misleading about the escape of prisoners, and that he had violated elementary rules when supervising the prisoners.

A subsequent inspection of the prison revealed more than 100 security-related deficiencies, which would cost around 70 million euros to remedy. This sum should be invested by 2015.

In June 2013, a 25-year-old Dutchman escaped after being held in custody on suspicion of gang theft. The young man had joined a group of visitors in private clothing and left the prison unmolested with a stolen visitor badge. The spokesman for the State Ministry of Justice, Detlef Feige, called the escape with visitor badge as unique in North Rhine-Westphalia. The CDU opposition in the state parliament spoke of an incredibly embarrassing process .
