The Moers-Kapellen correctional facility is an open prison facility for approx. 362 men aged 21 and over; the facility is on the outskirts of the city of Moers .
history
Four of the buildings used today for the penal system (built in 1959) were originally built as Knappenheim (accommodation for mining apprentices). In 1984 the former dormitory complex with its two-story residential buildings laid out in a green area was rededicated for open execution - initially as a branch of the JVA Kleve , and in 1986 as an independent facility. The occupancy capacity could be increased from an initial 100 to 252 prison places through renovation work.
Due to a significant increase in occupancy in the period that followed, the Moers-Kapellen prison was permanently overcrowded. The construction of a new prison became necessary. A building with 46 additional detention places was completed and put into operation in early summer 2001. It mainly includes solitary confinement rooms as well as group and office rooms. In addition, a cell with a ramp was made accessible for wheelchair users. At that time the institution had 298 detention places.
The strong demand for more detention places made new construction work necessary. In the years 2009–2011 a new administration building was built with a secured access department (20 detention places), a closed exit area (4 detention places), a modern chamber area and a medical department. In addition, a new accommodation building with 64 prison places was built. After the commissioning of these buildings, the institution has 362 prison places to this day.
The prison is managed by Brigitte Kerzl-Steinkellner.
Jurisdiction
The competences of the penal institutions in North Rhine-Westphalia are regulated in the execution plan of the state of North Rhine-Westphalia (AV d. JM of September 16, 2003 (Az. 4431 - IV. 28)).
The JVA Moers-Kapellen is responsible for the execution of
- Imprisonment Open execution on men
- Substitute imprisonment, provided that it is not an interruption of pre-trial detention or detention for deportation of men
- Imprisonment ( Erstvollzug & rule enforcement ) to 24 months in men
- Imprisonment according to special provisions (progression)
Work, education and training
The prisoners of the Moers-Kapellen prison are obliged to work.
- Work within the institution
The detainees have the opportunity to take up employment in various areas within the institution. Activities in the courtyard column , in garden design and maintenance, in the bicycle workshop, in the kitchen, in occupational therapy, in the works service and in the cleaning and supply area are offered.
- Work outside the institution
In addition, prisoners have the opportunity to find a qualified job by arranging a free employment relationship or self-employment, which can secure their livelihood even after their release from prison. Trained specialists and supervisors motivate, support and advise the prisoners on their way there.
- School and vocational training and further education
The employment opportunities at the Moers-Kapellen prison also include the possibility of further education and training.
The responsible department is in constant contact with the employment agencies, educational institutions and committees of industry and craft.
Special features of the Moers chapels prison
- Internal differentiation
The JVA Moers-Kapellen consists of 6 residential buildings arranged in a ring around a multi-purpose sports field as well as the administrative complex with the secured departments. Each of these houses has received its own treatment and care contract. As part of the access procedure, it is decided which care or treatment profile the individual prisoner needs. In the corresponding house he is then promoted according to his strengths and potential.
- Lattice room
Prisoners who are active in occupational therapy manufacture products (mainly made of wood) which are sold in an institution's own sales room, the so-called lattice room. Particularly imaginatively designed birdhouses or the “prison elk” offered at the institution's annual Christmas bazaar are the best sellers. The products of occupational therapy are also offered at the weekly market in Moers or can be purchased in the "prison shop" on the Internet. With the income generated here, high-quality raw materials can again be purchased for processing and the therapeutic treatment of new prisoners can be ensured.
