The JVA Geldern is a prison for adult male prisoners in the city of Geldern in the Kleve district . The JVA is located between the city of Geldern and the district of Pont in a predominantly agricultural area. The Niers flows directly at the prison wall .

It currently has 679 detention places. The area of ​​the prison within the wall is approx. 60,000 m², the six meter high prison wall is over 1000 m long. The entire premises of the institution are under video surveillance.

The prison has 42 service apartments. The JVA Geldern has one of the most modern printing plants in North Rhine-Westphalia . A photovoltaic system was installed on the roof of the prison to generate solar energy .

history

Construction began in 1972. The Geldern JVA was opened in 1979. The prison , built in a comb construction, had 551 places, of which 511 were solitary confinement rooms and 40 were communal places . The individual detention houses, in Geldern there were initially four detention houses (A – D), went off from the main building like teeth on a ridge, hence the term comb construction. The construction costs at that time amounted to about 70 million DM .

In the years 2001 to 2008 the correctional facility was expanded and renovated . The NRW construction and property management company was commissioned to carry out the expansion . The number of prison places has risen to 679 due to the construction of two more prison houses (E and F). They are arranged in a similar way to the other houses, but face the old houses. Detention houses A and C have three storeys, detention houses B and D each have two storeys. Houses E and F have two floors with around 30 solitary confinement rooms each.

Work and training companies were also built. The school center for vocational students and lift course students (lift courses are comparable to vocational preparation courses ) was also rebuilt. Various offices and leisure rooms were housed in the old premises. The total cost of the expansion was around 20 million euros .

Jurisdiction

The JVA Geldern is responsible for the execution of custodial sentences in the first and standard execution of more than 18 to 24 months for the district court district of Kleve as well as for the execution of prison sentences in the standard execution of more than 18 to 24 months for the district court districts of Düsseldorf and Krefeld .

The JVA is also responsible for the district court districts of Duisburg and Kleve for the execution of prison sentences of more than 24 or 48 months on foreigners .

The competencies of the penal institutions in North Rhine-Westphalia are regulated in the execution plan of the state of North Rhine-Westphalia (AV d. JM of September 16, 2003 - 4431 - IV B. 28 -).

Work, education and training

The JVA Geldern is one of the few institutions in North Rhine-Westphalia that also offers vocational training for prisoners. Therefore, interested prisoners from all over North Rhine-Westphalia are transferred to the institution. The prison currently has 242 training places in various areas. TÜV NORD Bildung GmbH & Co.KG is responsible for the training measures.

Be formed:

The exams are carried out by the Chamber of Industry and Commerce (IHK), the District Craftsmen's Association (HwK) or the German Association for Welding Technology (DVS). The journeyman's letters do not suggest acquisition in a prison. Internship positions in the painter / varnisher and kitchen helper have been available since 2009 . These internships are also funded by the Vocational Promotion Agency. An employee of the joint initiative B5 is available in the JVA Geldern. The GI B5 cooperates with employment agencies and job centers , educational institutions and employers and arranges training and jobs here after imprisonment.

Through Light of Africa e. V. in cooperation with the Federal Office for Migration and Refugees , an integration course for prisoners is offered. This integration course is open to 20 interested people and is offered with 600 teaching hours and an orientation course with 45 teaching hours in accordance with the guidelines of the relevant federal office. The course ends with the language test "Zertifikat Deutsch". The examination corresponds to level B1 of the Common European Framework of Reference .

For those prisoners who have to get used to a regular daily routine, there is occupational therapy (ATM). In the JVA Geldern the areas ATM garden and ATM wood are available, where the prisoners do light work.

In addition to the possibility of vocational training, prisoners who are not qualified for such a measure or who are not interested, have the opportunity to work in the institution's own establishments (kitchen, clothing store, metalworking shop, heating & plumbing, electronics, etc.) Jobs are also offered in so-called entrepreneurial companies (companies from outside the prison that have components produced in the prison, for example). In addition to the apprenticeship positions, the print shop also offers 60 other jobs for prisoners. All prisoners who work in a prison are insured against accidents at work and contributions to unemployment insurance are paid, other social security contributions are not paid. Since autumn 2008 there has been the possibility for prisoners to take part in courses at the VHS . In the prison, among other things, Spanish, Dutch and IT are offered.

Prisoners' free time

Art group

The original art group or the EigenART group , which became known in the media through its projects such as exhibitions and other events, recently split up into SchreibART , a group in which you can write stories , poems and more, and creARTiv , where painted and handicrafts. Readings by authors have already taken place in the prison, for example in April 2009 by Anant Kumar . The group creARTiv was last seen in January 2009 with an exhibition in public. The art group "Querbeet", newly founded in 2017 under the direction of OL'in Ms. Linßen, also took part in the 2017 prison culture week.

The trumpet is the prison newspaper of the JVA Geldern. It appears four times a year with an edition of around 1000 copies. Here some prisoners write articles about the prison, current changes in the law, general information from the daily execution, etc. The trumpet is printed in the in-house printer. The publisher is the current head of the institution.

In addition to the above-mentioned leisure activities, there is also a pottery group in the prison . She meets in a specially designed group room and is looked after by a volunteer supervisor. A chess group in which prisoners from all over the institution get the opportunity to play chess against each other. In the mandala group, mandalas are painted under the guidance of the evangelical clergyman. There is also the “Aqua Lounge” (aquarium), a rap group and a house band. Since 2011 there has been a theater group again, which is set up and kept alive by volunteer theater people and a social worker. In addition, the voluntary work has been expanded, so that a Monday discussion group is now taking place, accompanied by people from outside.

Therapy and care

The treatment and care of the prisoners is guaranteed by the staff of the prison and by around 125 volunteer supervisors. Treatment groups offered are: social training , group offender-victim compensation , addiction counseling , alcoholics anonymous , group Peacemaker (one group supervised by the Peacemaker Community Germany , interdenominational umbrella organization for spirituality and social engagement), group Scheideweg (one group supervised by the endangered aid Scheideweg e . V.) and the Emmaus community . In addition to the groups, many of the volunteer supervisors look after prisoners in one-to-one discussions during and after imprisonment.

The JVA Geldern has set up a department for young offenders. There are 30 detention places available for juvenile offenders. The young people receive various treatment options such as group discussions, social training and violence prevention. You live there in a residential group prison. The young offenders department is housed in the new prison F.

Prisoner visit

In the JVA Geldern, in addition to the normal common visiting rooms, there are also five long-term visiting rooms in which the prisoners can spend three hours with their families without supervision. These visiting rooms have a bathroom and a kitchenette. There is a sofa corner in the actual visiting room. Normal visits to the common visiting rooms take place under supervision.

In the JVA Geldern there is a large selection of books and other media in different languages ​​that can be borrowed. Lending takes place via a catalog that is accessible to the prisoners.

chamber

The chamber is the area in the prison where the prison clothing is stored and sorted. The prisoners receive a linen package with clothes and towels once a week. In addition to the institution's laundry, the belongings that the prisoners had with them when they were arrested are also stored here.

church

Catholic and Protestant services are held alternately in the church . A Catholic and a Protestant clergyman are employed in the prison. An important concern of the clergy in the JVA Geldern is to convey consolation and the will to live in the context of pastoral care. With discussions and coffee rounds, the pastors offer young offenders life experience and distraction from everyday prison life. Furthermore, the inmates are offered talks, help with life for relatives and inmates, meetings with other believers and people from outside. Weddings can also be organized as well as new events for the church, such as music groups, meetings with individual artists or a mandala group.

kitchen

In addition to the six officers, about 20 prisoners work in the kitchen. Every day one meal is cooked as normal food, a meal without pork for Muslims and Jews , a vegetarian meal, as well as various medically prescribed diets. Bread is baked in the Willich prison bakery and delivered twice a week.

Sports area

In the sports area, football , handball , softball , volleyball , table tennis , weight training and fitness are all offered. At regular intervals, the prisoners are given the opportunity to take part in a referee training course. Some prisoners, whose prison system has been relaxed, also take advantage of the services offered by the surrounding sports clubs. Sports clubs from the region also regularly come to the institution to play against the prisoners. Football training with Wolfgang de Beer took place in summer 2009, and volleyball training with Georg Grozer senior at the beginning of December 2009 . Justice officers in the sports sector are all trained sports instructors. The sports area is also used for professional sports. An important sporting event is the "Jail-Run", a ten kilometer run in which prisoners and "civilians" from the area and other prisons take part.

Through an initiative of the group "KUHnst" , especially Peter Busch , an artist from Geldern , supported by the KUHnst Turm Niederrhein e. V. and the JVA Geldern, the art project "The Wall - Art and Prison" was launched in 1994 , in which artists can develop.

The group’s goals are, among other things, to reinforce a realistic awareness of the prison system in public, using art as a medium between people.

One of the largest projects was the design and painting of the prison wall, but most of the pictures were lost during the expansion (2001-2004). The current major project is the "Landscape Park JVA Geldern-Pont", in which parts of the old prison wall, sculptures, about twice the size of a reconstruction of the interior of a cell made of rusty metal ("room in room") are exhibited. A person balances on a piece of wall (“balance”) and a field of stelae with currently 18 objects can also be seen. In addition, the washing line “Schuld” was inaugurated in 2015, and in 2017 the work of art “Opposite”. Finally, the “escape ladder” was hung up as part of the church renovation.

Jobs in the prison

The JVA Geldern offers 314 jobs after the expansion. Before the expansion, it was 279.5. The prison management consists of two lawyers. Two clergymen , a doctor , six pedagogues and four psychologists are employed as further employees , as well as twelve social workers . The General Enforcement Service now has 197 positions, previously there were 155. In addition, there are 55 technical employees and works officials. The remaining positions are in the administration area.
