The foundation stone was laid on August 21, 2009 by the then North Rhine-Westphalian Justice Minister Roswitha Müller-Piepenkötter ( CDU ).

The topping-out ceremony took place on March 18, 2010 in the presence of the Minister of Justice and the Lord Mayor of Wuppertal ( Peter Jung ( CDU )). The correctional facility was completed in mid-2011.

Gradual prisoner occupancy began on August 15, 2011 and has been completed in spring 2012. The official inauguration took place on December 15, 2011 by the incumbent Justice Minister Thomas Kutschaty ( SPD ).

Incidents

In connection with the prison, there were several incidents, in particular an accumulation of deaths, which also led to political reactions from the state government and personnel changes. Several young and adolescent inmates committed suicide in the asylum. A correctional service officer also committed suicide in the visitor waiting area of ​​the youth prison.

In May 2016, the loss of 1,000 rounds of ammunition was reported, which had disappeared from the prison's armory for reasons unknown. On May 6, 2016, there was an incident in the institution in which an 18-year-old inmate strangled a 20-year-old fellow inmate.

Open day

Protests from the population

There were numerous protests against the construction of the prison at this location. It was criticized that a large part of the previously freely accessible rough meadows of the former military training area Scharpenacken were fenced in and closed to the public to compensate for the land consumption. With the construction of the prison and the compensatory measures, more than half of the 284 hectare recreational area was made inaccessible to the population. On the site near Erbschlö there was the wetland Weidfeld with a population of the crested newt ( Triturus cristatus ), which is on the Red List of Endangered Species . In the run-up to the construction work, an extensively fenced substitute biotope was created for these animals.

There was also a long gun shooting range from the time of National Socialism on the building site , the more than 10 meter high bullet trap walls of which were listed . This protection was lifted to partially demolish the safety walls. A double wall of the Elberfeld line of the medieval Bergische Landwehr on the eastern edge of the building site was preserved.
