The JVA was built in the north of the district and district of Ronsdorf , in the Erbschlö-Linde residential area in the immediate vicinity of the Erbschlö court , which was the titular location of the medieval and early modern honors of the same name . The Park Road ( national road 419 ) and the local situation Erbschloe form the south / south-east edge of the building; the forested eastern part of the Scharpenacken forms the demarcation in the west and the Kastenberg in the northeast. The building, estimated at 124 million euros, consists of two four-storey, cross-shaped and parallel detention wings with a gross floor area of ​​56,000 m². There are single cells for the approximately 510 detainees and youth prisoners . This fulfills the entitlement to accommodation in a solitary confinement room in the juvenile prison system, which was formulated by the youth penal law of the state of North Rhine-Westphalia, which could not be guaranteed with the previously existing penal institutions in North Rhine-Westphalia. In addition, rooms for (further) education and leisure activities, a medical area, an administration building, three factory halls, a sports hall and a sports field were built on the approximately 10 hectare site of the detention center. The prison is surrounded by a wall around 5 meters high and 1200 meters long. Approximately 250 new jobs are to be created in the prison area.

The foundation stone was laid on August 21, 2009 by the then North Rhine-Westphalian Justice Minister Roswitha Müller-Piepenkötter ( CDU ).

The topping-out ceremony took place on March 18, 2010 in the presence of the Minister of Justice and the Lord Mayor of Wuppertal ( Peter Jung ( CDU )). The correctional facility was completed in mid-2011.

Gradual prisoner occupancy began on August 15, 2011 and has been completed in spring 2012. The official inauguration took place on December 15, 2011 by the incumbent Justice Minister Thomas Kutschaty ( SPD ).

Incidents

In connection with the prison, there were several incidents, in particular an accumulation of deaths, which also led to political reactions from the state government and personnel changes. Several young and adolescent inmates committed suicide in the asylum. A correctional service officer also committed suicide in the visitor waiting area of ​​the youth prison.

In May 2016, the loss of 1,000 rounds of ammunition was reported, which had disappeared from the prison's armory for reasons unknown. On May 6, 2016, there was an incident in the institution in which an 18-year-old inmate strangled a 20-year-old fellow inmate.

The JVA Wuppertal-Ronsdorf is responsible for the execution of:

• Youth penalty, imprisonment (§ 114 JGG )
• Pretrial detention , extradition and transit detention as well as civil detention for young people and adolescents

In addition, there is a social therapeutic department for juvenile prisoners in the institution.

Open day

The newly built prison was presented to the public on July 16, 2011 with an open day, which aroused unexpectedly great interest. Around 7,500 visitors came over the course of this day.

Protests from the population

There were numerous protests against the construction of the prison at this location. It was criticized that a large part of the previously freely accessible rough meadows of the former military training area Scharpenacken were fenced in and closed to the public to compensate for the land consumption. With the construction of the prison and the compensatory measures, more than half of the 284 hectare recreational area was made inaccessible to the population. From the point of view of various parties and citizens' movements, other locations, such as the site of the neighboring former barracks, would have been just as suitable or more suitable, as these would not have restricted the recreational value of the local recreation area, but alternative locations were not included in further considerations by the decision-makers included.

Environmental and monument protection

On the site near Erbschlö there was the wetland Weidfeld with a population of the crested newt ( Triturus cristatus ), which is on the Red List of Endangered Species . In the run-up to the construction work, an extensively fenced substitute biotope was created for these animals.

There was also a long gun shooting range from the time of National Socialism on the building site , the more than 10 meter high bullet trap walls of which were listed . This protection was lifted to partially demolish the safety walls. A double wall of the Elberfeld line of the medieval Bergische Landwehr on the eastern edge of the building site was preserved.
