The Kempten correctional facility is a prison for male prisoners of the Free State of Bavaria in Kempten (Allgäu) . It is located in the statistical district of Bühl-Nord in district 5 on the right of the Iller and northwest of the Kempten motorway junction . The JVA Memmingen is administratively attached to the penal institution.

Again and again there were plans from the Bavarian Ministry of Justice to expand the old prison on Weiherstrasse, which had been built in 1856 in the Kempten monastery town with the inclusion of older buildings. In 1990 there was an uproar with Mathilde Berghofer-Weichner , the Bavarian Minister of Justice, who always wanted an extension and not a new building. After protests from the population and politics as well as the involvement of the Bavarian Prime Minister, the expansion project was put aside two months before the start of construction and a location for a new penal institution in the east of the city was determined by the city of Kempten.

When the old prison in the Stiftsstadt was demolished in 2003, the remains of the Stiftkemptischen floor house in which Anna Maria Schwegelin, convicted of being a "witch" was imprisoned until her death in 1781, were also destroyed. Several residential buildings were built on the large site of the former prison on Weiherstrasse.

The foundation stone for the new correctional facility was laid in 1999. The new facility extends over 4.47 hectares and was built for a sum of 49.5 million euros. The institute was built on the historical parcel "Galgenbühl", in the vicinity of which the gallows of the imperial city of Kempten was located until 1814.

The JVA Kempten is responsible for the execution of pre-trial detention for the regional court district of Kempten , as well as for prison sentences in the first execution of up to 3 years and regular execution of up to 2 years for the regional court districts of Kempten and Memmingen . In the first execution of between 6 and 18 months, the institution is also responsible for the Augsburg district court.

Occupancy

The Kempten JVA has a total capacity of 338 prison places. There are 272 single cells and 22 triple cells. However, the real occupancy is higher than the occupancy capacity, which means that the prison exceeds its capacity. This is made possible by double occupancy of single cells. As of December 31, 2014, there were 315 prisoners in the institution. In 2014 the average occupancy was 319 occupants.
