The Tegel correctional facility in the district of the same name in the Reinickendorf district of Berlin is the largest closed and at the same time one of the oldest correctional facilities in Germany . Convicted male adult prisoners have been serving their sentences there since 1898 .

Structure and numbers

The JVA Tegel is an institution of closed full train . It is divided into six sub-institutions. The area of ​​the prison covers 131,805 m², the outer wall is 1465 m long and equipped with 13 watchtowers.

In January 2017, Tegel JVA had 938 detention places and 670 employees. The average occupancy in 2016 was 822 prisoners, of whom around 35% were foreigners. Are represented all criminal durations of short sentences of up to life imprisonment and preventive detention .

The JVA Tegel is the penal institution with the most prisoners in the closed prison in Germany; only the JVA Bielefeld-Senne with its around 1740 open prison places is even larger.

history

Construction of the institution began on July 26, 1896, and the first occupation with inmates took place on October 1, 1898. At that time, the institution was called the Tegel Royal Prison .

In 1902 the final completion of all buildings inside the defensive wall took place, in 1906 also those outside. In 1916, the holding house I became a military prison, the supervisory staff in this wing was provided by the military.

In 1918 the institution was renamed the Tegel prison , and in 1931 custody III was also converted into a military prison.

The institution was closed on April 21, 1945, and all prisoners were released. The French occupying power took over the facility in July 1945 and returned it to the German administration in October, which immediately put it back into operation. In 1955 it was renamed Tegel prison , and in 1957 five watchtowers were built on the ring-shaped enclosure wall.

On April 1, 1977, the name was changed to Tegel prison .

In 1979, construction began on Sub-Facility V, which was completed in 1982, and Sub-Facility VI, which was completed in 1988, began in 1984.

In the autumn of 2012, the facility I was emptied except for the drug shielding ward due to the non-constitutional prisoner accommodation. In July 2015, it was decided to completely empty and demolish Part I; the demolition was completed in July 2018.

Known inmates

Friedrich Wilhelm Voigt, better known as Captain von Köpenick , was imprisoned in Tegel for almost two years after being convicted of his Köpenickiade . After being pardoned by Kaiser Wilhelm II , he was able to leave prison on August 16, 1908.

From May 10 to December 22, 1932, the later Nobel Peace Prize laureate Carl von Ossietzky was imprisoned for treason.

The priest Bernhard Lichtenberg , beatified by Pope John Paul II in 1996, was imprisoned in Tegel from May 29, 1942 to October 23, 1943 for his public intercession prayers for Jews and “non-Aryan” Christians.

The theologian Dietrich Bonhoeffer wrote moving letters, mostly from Tegel . He was imprisoned in 1943 as an opponent of the National Socialists in what was then the military prison. The letters and notes were published with the book "Resistance and Surrender" in the Gütersloh publishing house.

The later RAF member Andreas Baader was imprisoned in the Tegel prison from his arrest on April 4 until his liberation on May 14, 1970. He was serving a three-year prison sentence there for the department store arson on April 2, 1968 .

In 1999 the ex-communard Dieter Kunzelmann began his ten-month prison sentence in Tegel by knocking on the front door in a media-effective manner. The photo in the mirror bears the caption “I want in here”. He had previously gone underground and had himself declared dead on an obituary notice. Then he reported back with a book and celebrated a big party in the alternative cultural center Mehringhof the evening before he was due to go to prison .

Ex-rapper Denis Mamadou Cuspert , who works as a rapper under the name Deso Dogg , was also imprisoned in Tegel JVA for some time.

The serial killer Thomas Rung was imprisoned in Tegel JVA around 2000 and committed further crimes there, so that the JVA finally refused to accept him again.

The singer of the right-wing rock band Landser and The Lunikoff Conspiracy , Michael Regener , also served his remaining sentence there. On October 21, 2006 there was a concert solidarity rally for him in front of the penal institution, registered by the NPD .

The prison in public

The writer Alfred Döblin placed the beginning of his most famous novel Berlin Alexanderplatz (1929) in his literary processing in the Tegel prison, where the main character, Franz Biberkopf , was imprisoned for four years for accidental manslaughter of his partner. In the filming Berlin - Alexanderplatz by Piel Jutzi from 1931 and in Rainer Werner Fassbinder's film adaptation of this novel for a television series in 1980, the Tegel penal institution appears as the backdrop.

Prisoners of the Tegel JVA have been producing the prison newspaper Der Lichtblick since 1968 , which is Germany's only uncensored prison newspaper that does not have to be presented to the prison management before it is published and is distributed nationwide with a circulation of 7,000. The prison newspaper is supported by the Friends of Lichtblick e. V. Responsible editor-in-chief 2012/2013 was the well-known former squatter and bank robber Dieter Wurm .

Since 1997 the Berlin theater project Prison Theater aufBruch has been organizing theater performances with the inmates. The aim is to use art to make the prison, which is excluded from the public, accessible to the public and to give the prisoners a language, a voice and a face through performing arts, which creates the possibility of an open-minded encounter between outside and inside. Another goal is a living theater on an artistically high level, which is created in the combination of personality and dramatic text and convinces through authenticity and expressiveness.

In 1971 the WDR broadcast the award-winning documentary Christmas in Tegel by Monika Schlecht and Dieter Storp. The director of the institution at the time Glaubrecht and the editors of Lichtblick also played a role in this.

Another media project of the Tegel prison inmates was the Internet portal Planet Tegel in 1998 .
