The third Balkenende cabinet was the government of the Netherlands , which was formed on July 7, 2006 after the crisis and the subsequent resignation of the Second Balkenende cabinet . This minority cabinet consisted of the Christian Democratisch Appèl (CDA) and the Volkspartij voor Vrijheid en Democratie (VVD) and was negotiated by the former Prime Minister Ruud Lubbers . The main task of this transitional government was to prepare for the Dutch parliamentary elections on November 22, 2006 and to plan the budget for 2007. The cabinet renewal had become necessary after coalition partner Democrats 66 left the government because of the dispute over Ayaan Hirsi Ali .
Minority governments tend to be the exception in Dutch politics. The last was in 1982 under Prime Minister Dries van Agt .
