The son of Maximilian Anton Putz von Rolsberg visited the kk Theresianum in Vienna from 1864 to 1874, signed up for two years with the kuk cavalry, where he was Rittmeister d. R. resigned and then completed a law degree at the University of Vienna and an agricultural school. Then he took over the farming on his father's property on his own.

The baron was elected to the imperial council in 1891. For the first time he won the election in District 11 Troppau-Wagstadt. In the House of Representatives he belonged to the middle party of the left center. In 1896 he initiated the “Czech Central Economic Society for the Duchy of Silesia” and was also elected its first chairman. He was also President of the Central Agricultural Society (1907).

Rolsberg defended the professional interests of the Czech agricultural associations, especially in the Olomouc Region. He was chairman of the National Council for Czech Silesia from 1908. The second time he ran for the Czech clerical agrarian.

In May 1909 he waged a pistol duel with the representative of the Pan-German Vinzenz Malik "in a forest near Hütteldorf" because the latter tried to insult and slander him in the worst possible way because of his "change of front" from the German to the Czech mandate. Second for Rolsberg were two agrarians, the later Czechoslovak Prime Minister František Udržal (1929–1932) and the Minister for Public Works in the government Karel Kramář from November 14, 1918 František Staněk . The duel ended without result after a one-time exchange of fire. The Reichsrat therefore lifted its immunity [not until 1912], whereupon it resigned from his mandate. He was not prosecuted for this official offense, however, because the emperor pardoned anyone who was a reserve officer for this case.

Rolsberg campaigned resolutely for the interests of its Czech voters. A European, supranational attitude was one of the peculiarities of the old Austrian nobility and the multi-ethnic state. The Czechs also owe him the establishment of a community school in Jaktar on the [then] Troppau city limits. He also supported needy students at the Troppauer Gymnasium through scholarships. Karl was close friends with the Czech poet Petr Bezruč (Vladimir Vasek) . After the war, the Czechoslovak Prime Minister Antonín Švehla stayed at Leitersdorf Castle several times .

In his will he entrusted the management of the goods to his son-in-law kuk infantry general Alfred Freiherr von Waldstätten , since all other adult male members had already died .

Both continued the trunk.

The wedding of his three daughters within less than two years caused a stir. Katharina Berta Maria (born August 15, 1879 at Schloss Leitersdorf; † July 18, 1947 Bad Ischl ) married the later Austro-Hungarian colonel, commander of Inf. Reg. 41, Eberhard Stefan Maria Mayerhoffer von Vedropolje (1878– 1914), Eva Anastasia (* July 2, 1878 at Schloss Leitersdorf; † July 1, 1946 in Opava) on October 11, 1899 the later lieutenant colonel and Count Alexander Wassilko von Serecki (1871-1920) and Bertha (Hertha) Malwine Antonia ( * October 10, 1881 at Leitersdorf Castle; † December 9, 1972 in Mauerbach ) on October 20, 1900 later the kuk General of the Infantry Alfred Freiherren von Waldstätten (1872–1952).

After the death of his wife, Karl married Marianne Freiin von Stillfried and Rathenitz (born April 9, 1855 in Graz ; † August 27, 1940) in 1908.

His descendants were expelled from Czechoslovakia in 1946 and their daughter Eva Anastasia was driven to her death. Nevertheless, the memory of the baron who was elected mayor of Leitersdorf several times is still cherished by the Czech population living there. His grave, outside the family crypt at his own request, is constantly tended, the mausoleum is subject to official monument conservation.
