Karl Ernst August Rinck Freiherr von Starck (born October 16, 1796 in Königsberg (Prussia) , † June 23, 1875 in Darmstadt ) was a Hessian civil servant and politician and a member of the 1st and 2nd chambers of the state estates of the Grand Duchy of Hesse .

family

Karl von Starck was the son of the first pastor at the Dreifaltigkeitskirche and professor at the grammar school in Gdansk Friedrich Theodor Rinck (1770-1811) and his wife Julianna Louise Gerdrutha von Brunnow (1764-1816). In 1814 he was adopted by the court preacher Johann August von Starck . Starck, who was of Protestant faith, married Karoline Sophie Elisabethe, née von Müller , on December 30, 1825 . Their son Julius became the Hessian Minister of State.

Life

Von Starck studied law and political science and completed his studies with a doctorate to become a Dr. jur. from. Then he became an official assessor in Darmstadt. There he became court assessor in 1821 and later district court assessor at the regional court of Zwingenberg . He then moved to the Darmstadt government, initially as a second assessor with a vote and from 1827 as a councilor. In 1832 he became provincial commissioner in the Starkenburg province and district councilor in the Darmstadt district . After the March Revolution , the districts were dissolved and administrative districts were formed. Starck became the conductor of the government commission in the Darmstadt administrative region . After the circles were restored in 1852, he was again appointed district councilor in Darmstadt and privy councilor. In 1853 he moved to the Ministry of the Interior of the Government of the Grand Duchy of Hesse as Ministerialrat and in 1860 became President of the Upper Consistory . In 1868 he received the title of a real privy councilor with the predicate of excellence . In 1870 he was retired.

politics

From 1851 to 1856 he was a member of the Second Chamber of the Estates. He was elected for the constituency constituency Starkenburg 17 / Langen . In 1866 he was appointed a lifelong member of the first chamber by the Grand Duke.
