Philipp Gustav August Julius Rinck Freiherr von Starck (born December 19, 1825 in Darmstadt ; † September 16, 1910 ibid) was a German politician and President of the General Ministry of the Grand Duchy of Hesse .

Life

Julius Rinck was born as the son of Karl Ernst August Rinck, Baron von Starck (1796–1875) and his wife Karoline Sophie Elisabeth von Müller (1801–1875) in Darmstadt. From the winter semester of 1842/43 he studied law at the Hessian Ludwig University and was active in the Corps Teutonia Giessen . As an inactive , he moved to the Ruprecht-Karls-Universität Heidelberg . From 1850 he worked first for the public prosecutor in Gießen and then in Darmstadt. In 1857 he became a district councilor for the district of Schotten , in 1859 in Offenbach and in 1868 a member of the State Council in Darmstadt. From 1870 he was the provincial director and district administrator in the district of Gießen .

In 1871 he moved to the Ministry of the Interior in Darmstadt, where he became Ministerial Director a year later and President in 1875. In 1876 he was appointed president of the entire ministry. At the same time he was a member of the Federal Council, Minister of the Grand Ducal House and Foreign Affairs. In 1879 he became Minister of the Interior and Justice (as successor to Georg Kempf ). In 1880 he retired.

In the debates in the Hessian state parliament about the intended closure of the TH Darmstadt after 1876 and 1881/1882, Interior Minister Julius Rinck, together with Lord Mayor Albrecht Ohly and Otto Wolfskehl , the chairman of the finance committee, as well as those responsible for the TH itself, advocated the preservation of the university.

Julius Rinck Freiherr von Starck was a lifelong member of the I. Chamber of the Hessian Estates . In 1902 he renounced this right and withdrew into private life. He died in 1910 at the age of almost 85.

Julius Rinck was married to Marie Sophie Wilhelmine Faber (1829–1900) since 1851. The sons Karl August Wilhelm Rinck, Baron von Starck (1858–1926) and Adalbert Karl Ludwig Julius Rinck, Baron von Starck (1865–1916) emerged from the marriage.
