Georg Kempf

Georg Wilhelm Kempf (f) (born December 17, 1809 in Gießen ; † November 7, 1883 in Darmstadt ) was a conservative Hessian lawyer and politician . He was a member of the 2nd Chamber of the Land estates of the Grand Duchy of Hesse , Director of the Ministry of Justice and President of the Darmstadt Higher Regional Court .

family

Georg Kempf was the son of the postmaster Christoph Wilhelm Kempf (1770-1852) and his wife Maria Elisabetha nee Busch (1781-1841). He married Marie Elisabeth born Heil (1813–1852) in Eberstadt in 1838.

education and profession

Georg Kempf studied law from 1826 at the Hessian State University of Gießen and at the University of Göttingen. In 1827 he became a member of the Corps Hassia Gießen . In 1829 he joined the Corps Nassovia Göttingen and the Corps Starkenburgia . After completing his studies, he became a court clerk at the court in Giessen . In 1838 he became an assessor with vote at the district court of Büdingen . In 1844 he returned to the Giessen court in the same function, where he became a member and councilor in 1847. In 1872 he moved to the ministry, where he retired in 1878. From 1879 Julius Rinck von Starck was Minister of Justice in Darmstadt.

In 1879 he was reactivated from retirement and appointed President of the Darmstadt Higher Regional Court. He held this office until 1883 when he retired again and died shortly afterwards.

politics

In the 14th electoral term (1851–1856) and in the 17th to 20th electoral term (1863–1872) he was a member of the second chamber of the state estates of the Grand Duchy of Hesse. In the state estates he represented the electoral district Oberhessen 18 / Büdingen (electoral period 14) and Oberhessen 13 / Vilbel (electoral period 17–20). He took conservative positions.

Since 1862 the National Liberals had a clear majority in parliament and were in opposition to the reactionary Dalwigk government . When Karl von Hofmann took office as head of government in 1872, the Liberals hope for a change of course. With regard to judicial policy , von Hofmann sent a clear signal against a change of course: Georg Kempf was appointed director of the Ministry of Justice (later the official title changed from director to president). Joseph Röder, a conservative politician, was also named General State Procurator (highest public prosecutor ) .

Georg Kempf was awarded the title of Real Secret Council in 1877 and remained in office until 1878.
