Kasit Piromya ( Thai : ก ษิ ต ภิรมย์ , RTGS : Kasit Phirom, pronunciation: [kàsìt pʰírom] ) (born December 15, 1944 in Thonburi , Bangkok ) is a Thai diplomat and politician ( Democratic Party ). From 2008 to 2011 he was the country's foreign minister .

biography

Studies and diplomatic career

After attending Christian College in Bangkok and St. Joseph's College in Darjiling ( India ), he first studied law at Chulalongkorn University . He then completed postgraduate studies at the School of Foreign Service at Georgetown University , graduating in 1968 with a Bachelor of Science (B.Sc.) in International Affairs. In 1971 he also obtained a Diploma in International Relations and a Master of Science (M.Sc.) in Social Sciences from the Institute for Social Studies in The Hague .

In 1968 he entered the Diplomatic Service and was first Third Secretary in the Department of International Organizations in the Ministry of Foreign Affairs, before he became Third Secretary in the Department of News Analysis of the Department of Information in 1969. In 1972 he moved to the SEATO department of the main department for international organizations as third secretary .

Kasit Piromya found employment in 1975, first as a third and then as a second secretary at the embassy in Belgium and at the European Union in Brussels . In 1979 he returned to the Ministry of Foreign Affairs and was initially Second Secretary in the Department of International Economic Affairs in the Main Department of Economic Affairs. In the same year, however, he became First Secretary in the Office of the Director General of the Main Economic Affairs Department. In 1981 he was appointed director of the Commerce and Industry Department in the ASEAN Main Department, and then in 1983 as Director of the Economic Information Department in the Main Economic Affairs Department. One year later, in 1984, he became Director of the Department of Policy and Planning in the Office of the Permanent Secretary of the Ministry of Foreign Affairs, and another year later, in 1985, Deputy Director General of the Main Department of Economic Affairs.

Ambassador and appointment as Foreign Minister

In 1988 he was assigned the rank of Ambassador to the Office of the Permanent Secretary, where he was responsible for European affairs. In the same year he became Director General of the Main Department for International Organizations and held this post until 1991. During this time he was also a graduate of the National Defense College in 1990 .

Between 1991 and December 1993 he was ambassador to the Soviet Union and subsequently to the Russian Federation and the Commonwealth of Independent States (CIS). He was also accredited as an ambassador to Mongolia . In January 1994 he was appointed ambassador to Indonesia . As such, he was accredited in Papua New Guinea until December 1996 .

In January 1997 he was appointed Ambassador to the Federal Republic of Germany . He held this position until 2001. Subsequently, he was initially assigned for a short time as ambassador to the office of the permanent state secretary of the Foreign Ministry and at the same time to the state secretariat's office of the prime minister. During this time he was also an advisor on diplomatic issues in the State Secretariat offices of the Minister of Commerce and the Minister of Agriculture and Cooperatives.

After finishing this position, he was ambassador to Japan between 2001 and 2004 . This was followed by his accreditation as an ambassador to the USA .

On December 20, 2008, King Bhumibol Adulyadej appointed him Foreign Minister in the cabinet of the new Prime Minister Abhisit Vejjajiva . The new cabinet thus included a high-ranking diplomat who had expressly approved of the airport blockade and supported the actions of the opposition People's Alliance for Democracy (PAD). However, his assessment of the airport blockade as “lots of fun” triggered an international wave of indignation.

In August 2011, the Abhisit government was replaced by the government of Yingluck Shinawatra following the 2011 general election .
