Kutluca (Kurd. Haçatur ) is a village in the district of Kiğı in the Turkish province of Bingöl . Kutluca is located at the northern end of the reservoir of the Özlüce dam , 14 km south of the district town. The original name Haçatur is of Armenian origin. Before the Armenian genocide , several Armenian families lived in the village.

Between 1985 and 1990 the population fell from 191 to 157. There is no primary school in Kutluca.

In 2010 the name Haçatur was re-entered into the land register by the land registry office.
