The first state parliament in Schwarzburg-Rudolstadt was elected partly in 1818 and partly in 1821.The elections were concluded on February 20, 1821.

Prince Friedrich Günther appointed Karl Ulrich Freiherr von Ketelhodt by a princely decree of February 26th, 1821 as state commissioner and thus also as parliamentary president .
The Landtag met for six plenary sessions between April 9, 1821 and April 21, 1821. In the following years the state parliament no longer met. A state parliament committee was elected for day-to-day business and consisted of the following members:
