Prince Friedrich Günther determined by princely decree Friedrich Wilhelm Heinrich Carl August von Witzleben to be the Landtag commissioner and thus also the President of Parliament . The following were named as Kon-Kommissare: Ludwig (Louis) Carl August Freiherr von Ketelhodt and Julius von Röder .
The Landtag met for 20 plenary sessions between September 16, 1839 and October 15, 1839. In the following years the state parliament no longer met. A state parliament committee was elected for day-to-day business and consisted of the following members:
