With the town hall regulations of 1723, the position of a lord mayor (directing mayor) was created, who was also the town councilor . There was also a second mayor (police mayor) and a third mayor (city judge). Even with later changes, the fact that there were other senior officials in addition to the mayor who carried the official title of mayor remained the same.
