Louis-Marie Ling Cardinal Mangkhanekhoun (born April 8, 1944 in Bonha Louang, Laos ) is a Laotian clergyman, Roman Catholic bishop and Vicar Apostolic of Vientiane .

Life

Louis-Marie Ling Mangkhanekhoun belongs to the ethnic minority of the Khmu , a " hill tribe " in northern Laos and the neighboring areas in southern China . It is considered to be the lowest social group in Laos. He studied philosophy and theology at the seminary of the secular institute " Voluntas Dei Institute " in the Canadian diocese of Edmundston and was ordained a priest on November 5, 1972 .

On October 30, 2000, he was appointed Vicar Apostolic of Paksé in southern Laos and Titular Bishop of Aquae Novae in Proconsulari as the successor to Thomas Khamphan . The episcopal ordination received his Jean Khamse Vithavong OMI , Apostolic Vicar of Vientiane , on 22 April 2001; Co- consecrators were Jean Sommeng Vorachak , Vicar Apostolic of Savannakhet , and Pierre-Antonio-Jean Bach MEP , Apostolic Vicar Emeritus of Savannakhet.

Since 2009 Louis-Marie Ling Mangkhanekhoun has also been chairman of the Episcopal Conference of Laos and Cambodia .

On April 10, 2010, he himself consecrated Jean Marie Prida Inthirath , Vicar of Savannakhet , as bishop in Thakhek .

In the consistory of June 28, 2017, Pope Francis accepted him as a cardinal priest with the titular church of San Silvestro in Capite in the college of cardinals . The seizure of the titular church was held on 22 April the following year. On October 4, 2017, Pope Francis appointed him a member of the Congregation for the Evangelization of Peoples .

On December 17, 2017, the Pope appointed him Vicar Apostolic of Vientiane, after he had already administered this Vicariate Apostolic as Apostolic Administrator during the vacancy that began on February 2, 2017 .

On December 23, 2017, the Pope appointed him a member of the Dicastery for Integral Human Development and, on July 8, 2020, a member of the Pontifical Council for Interreligious Dialogue .

His cousin, Luc Sy, has been a blessed member of the Roman Catholic Church since December 2016 . As one of 17 clergymen, he fell victim to the communist regime in Laos at the age of 32.
