After completing his school days in Kiel and Wolfenbüttel, Hoffmeister studied political science and law in Göttingen and Munich.

During the Weimar Republic , Hoffmeister joined the NSDAP on July 1, 1931 . After the seizure of power , he was appointed government assessor on April 1, 1933 . Initially he worked in the Blankenburg district directorate, then in the State Ministry of Braunschweig, where he was most recently budget and personnel officer.

From 1939 he was a shop steward for the security service in Braunschweig. In November 1941 he was transferred to Hanover. Here he initially headed Department I (internal administration) before he was appointed government director in February 1942. Also from the beginning of 1942 he was also head of the Gau legal office in the Gau Südhannover-Braunschweig . In 1948, after the war ended, Halthoff was sentenced to one year in prison by the Detmold-Hiddesen court. However, he did not have to go to prison - taking into account a previous 26 month internship.
