The 3rd Messestädte-Pokal was the first to be played in a single season, namely 1960/61. Birmingham City reached the final as in the previous competition, but lost again, this time against AS Roma . Again, most cities were represented by clubs rather than city selections. Pedro Manfredini from AS Roma was top scorer with twelve goals.

In the event of a tie after the return leg, a playoff was played.
