The municipality of San Rafael is a district in the Santa Cruz department in the South American Andean state of Bolivia .
Location in the vicinity
The municipality of San Rafael is one of three municipalities in the province of José Miguel de Velasco . It borders the municipality of San Miguel to the west, the province of Chiquitos to the south, the province of Ángel Sandoval to the east , and the municipality of San Ignacio de Velasco to the north .
The municipality extends between about 16 ° 23 'and 17 ° 17' south latitude and 59 ° 27 'and 60 ° 54' west longitude, its expansion from west to east is up to 150 kilometers and from north to south up to 80 kilometers .
The municipality comprises 48 municipalities ( localidades ), the central place of the municipality is the rural town of San Rafael with 2,618 inhabitants in the central western part of the district ( 2012 census ).

The municipality of San Rafael is located in the Bolivian lowlands in the Chiquitania region , a partially untouched landscape between Santa Cruz and the Brazilian border.
The region's climate is a semi-humid climate of the warm tropics . The monthly average temperatures fluctuate only slightly over the course of the year between 20.8 ° C in June and 26.8 ° C in October, with an almost constant 26 ° C between September and March. The annual mean temperature is 24.5 ° C (see San Ignacio climate diagram).
The long-term average annual rainfall is 1257 mm. Three quarters of the precipitation falls in the rainy season from November to March, while in the dry season in the arid months of June, July and August there is hardly any 30 mm per month.

The literacy rate among those over the age of 15 rose from 83.3 percent (1992) to 89.4 percent in 2001. The life expectancy of newborns in 2001 was 66.1 years, and infant mortality had fallen from 7.0 percent (1992) to 5.4 percent in 2001.
99.8 percent of the population speak Spanish , 0.6 percent speak Quechua , 0.4 percent Aymara , 0.3 percent Guaraní , and 2.2 percent speak other indigenous languages. (2001)
69.9 percent of the population have no access to electricity , 22.4 percent live without sanitary facilities (2001) .
