In connection with the construction of the KAMAZ plant from the late 1960s onwards, it quickly became apparent that additional plants would be needed to produce the planned amount of 150,000 medium-duty trucks per year. For example, between 1970 and 1971 the Council of Ministers of the USSR passed various resolutions to build another plant, which was initially designed mainly for the construction of superstructures for the KAMAZ chassis. On July 13, 1972, construction began in the still young industrial city of Neftekamsk. Almost five years later, in April 1977, the first KamAZ-5511 tipper truck left the factory. The main production line started operations on October 11, 1977. The production capacity at that time was 10,000 superstructures per year.

In 1978 the factory was renamed twice, with the result that from November 27, 1978 under the name Neftekamsker Kipperwerk ( Russian: Нефтекамского завода автосамосвалов ).

In 1981 a production facility for bus bodies with a capacity of 3000 bodies per year was put into operation. This can be seen as the beginning of bus production, which continues to this day at NefAZ.

In 1993 the company became an open joint stock company. At the same time the company name is changed to Neftekamski Avtosavod.

In 2000 the city bus NefAZ-5299 was finally presented. Today it is manufactured, also as a coach, in different versions of different lengths and capacities. The first vehicle will be completed on December 6th of the same year. The model is seen as the most important development of the plant after the collapse of the Soviet Union. The system has been running since 2002 with an output of around 1000 buses per year. Natural gas-powered buses, low-floor models and coaches are also manufactured. There is a cooperation with the Dutch bus manufacturer VDL Groep .
