It was founded in 1932 as a supplier to the Gorkowski Avtomobilny Zavod and other plants, and today it produces minibuses and midibuses .

In December 1932, the People's Commissariat for Heavy Industry passed the resolution to build a tool and plant engineering factory not far from Nizhny Novgorod on the Oka River . In particular, the GAZ plant in nearby Nizhny Novgorod was to be supplied, as was the Uljanowski Avtomobilny Sawod (UAZ).

Twenty years after it was founded, in 1952, a production facility for buses based on the GAZ-51 truck was set up in the plant. The GZA-651 model had previously been built in Nizhny Novgorod in a GAZ subsidiary. When production was relocated, the bus was renamed PAZ-651, and various variants were manufactured until 1958. After that, the production of this model was gradually ceded to the Kurganski Avtobusny Sawod . At the same time, PAZ began production of the PAZ-652 bus . Since 1956, the plant had also started to produce PAZ-744 semi-trailers.

Production of all older bus models and trailers ended in 1960/61. Instead, additional production capacities were built for the PAZ-652, so that 6000 of the buses could be manufactured per year in the early 1960s. The revised version of the PAZ-652B vehicle appeared between 1963 and 1964 and rolled off the assembly line until 1968. Then the system was completely converted to a new type of bus, the PAZ-672. This was built in various variations up to December 1989. At first, the attached letters varied, so there were models PAZ-672M, PAZ-672S, PAZ-672G, PAZ-672U and a number of others. In addition, an all-wheel drive version of the bus was built from 1972. According to new regulations , it received the four-digit index PAZ-3201.

On December 1, 1989, PAZ introduced the new model PAZ-3205 , which is still being built in modifications to this day and is widely used throughout Russia. Well over 150,000 pieces have been produced to date. A variant with all-wheel drive (PAZ-3206) is also available.

Around the year 2000 the product range was expanded. Larger buses well over seven meters in length were now included in the production program. In 2003 the production of the new model PAZ-3237 began, further innovations followed. In 2006 the 600,000 left. Bus the factory, series production of the PAZ-3204 began in 2009.

Today the plant manufactures 80% of the minibuses sold on the Russian market, according to its own information, with an annual production of 15,000 vehicles. Like KAwZ, it belongs to the GAZ group . In addition to buses, spare parts for various vehicles from the company's history are also manufactured and sold today.
