Residential houses and businesses initially developed along the Oak Harbor shorelines because the settlers were completely dependent on water transport until the 20th century. For over thirty years, steamers and freighters were the means of transport used to get passengers from the island to the mainland and back again.

First came the Irish in the late 1850s, who made a living from fishing and farming. Dutch came to Whidbey Island in the 1890s after becoming disaffected with the north Midwest . After their arrival, churches, schools and other businesses were built. A high school was built in 1906 and Oak Harbor developed like a small rural town until the construction of the bridge and the opening of the naval base spurred growth.

The Deception Pass Bridge - listed on the National Register of Historic Places since 1982 - has connected Whidbey Island with Fidalgo Island since 1935 and spans Canoe Pass and Deception Pass . The bridge is a landmark in the Pacific Northwest and was a Public Works Administration project . It was built by the Civilian Conservation Corps .
