The championship of the 1983/83 season of the Pervaya League , the second highest Soviet ice hockey division , was played among sixteen teams.

The 16 teams competed against each other four times in the preliminary round.

The four best-placed teams played in the promotion round three times against each other and once against the four worst teams in the elite class. The best team in the Pervaya League rose to the top division, the last place in the Vysschaya League was relegated to the Pervaya.

In the relegation round, the clubs in positions eleven to sixteen played among themselves to remain in the league, with all points from the preliminary round being counted. The last three placed were relegated to the Wtoraja League .
