The 1984/85 season of the Pervaya League , the second highest Soviet ice hockey league , was played with sixteen participants. Main round first was the SK Uritskogo Kazan , while Salawat Julajew Ufa secured promotion to the Vysschaya League in the promotion round .

In the main round, the 16 participating teams initially competed against each other in a home and return match.

The four best-placed teams played a double round in the promotion round with the four worst teams in the Vysschaya League. The points from the main round were taken over, so that it was not the points collected in the round of promotion and relegation that decided alone, but the placement within the two groups: The best team in the Pervaya League rose to the top division, the last placed in the Wysschaya League got relegated to the Pervaya League.

In the relegation round, the clubs in places five to sixteen played against each other to stay in the league, with the points from the preliminary round being taken over. The last three placed should actually be relegated, but remained in the league, as this was expanded to twenty participants for the next season.
