Peter Menke-Glückert

Peter Menke-Glückert (born March 27, 1929 in Karlsruhe ; † September 7, 2016 ) was a German ministerial official and politician ( FDP ).

Life

Peter Menke-Glückert was the son of Emil Menke-Glückert . He studied history, psychology, law and economics in Leipzig , Berlin , Göttingen and Berkeley . In 1950 he passed the first state examination and in 1955 the second state examination.

Menke-Glückert has been a speaker at the West German Rectors' Conference since 1955 , since 1960 administrative officer at the University of Tübingen , since 1964 head of the research planning department at the Federal Ministry for Scientific Research and since 1966 head of the main department for scientific resources at the OECD in Paris . From 1970 to 1975 he was ministerial director of the environmental affairs department in the Federal Ministry of the Interior under the ministers Hans-Dietrich Genscher and Werner Maihofer and thus played a major role in the establishment of environmental policy in the Federal Republic. In 1975/76 he became head of the sports and media policy department, from 1977 he headed the civil defense department, before taking over the environmental affairs department again in 1978 under Gerhart Baum . Interior Minister Friedrich Zimmermann ( CSU ) dismissed him when he took office in 1982.

Menke-Glückert was chairman of the Federal Environment Committee of the FDP. He was chairman of the Society for Future Issues . From 1965 to 1983 he was co-editor of the magazine “liberal” , on whose editorial board he then sat until 1991. From 1964 to 1985 he was a member of the board of directors of the Friedrich Naumann Foundation , previously a member of the board of trustees from 1963/64 and then from 1985 for a further 29 years, including from 1985 to 2009 as deputy chairman. His further involvement with this foundation related to its program committee (1991–2014) and the advisory board (1964–1985). Until his death he was a member of the board of trustees of the Wolf-Erich-Kellner-Gedächtnisstiftung , which awards the Wolf-Erich-Kellner Prize .

Menke-Glückert had been married to the journalist Wanda, née Laskowski, since 1955. The son Peter Christian emerged from the marriage.

Act

Menke-Glückert campaigned for information, promotion and strengthening of citizens' initiatives . He criticized the bureaucratization of the administration as well as his fellow officials as "office fascists". He initiated the environmental issue in the Freiburg Theses (1971) and in 1970 coined the sentence "The Vietnam experience of the bourgeoisie is the environmental problem". As managing director of the Bonn Working Group on Packaging and Environment, Menke-Glückert warned in 1989: “The best packaging does not generate any waste at all.” In 1995 he criticized the dual system as unsuitable. ("The dual system for recording packaging waste with the Green Dot is an unsuitable stopgap measure for trade and industry to avoid threatening requirements imposed by the environment minister and save innovations.") In 1995, he criticized Greenpeace's media orientation : "Instead of the essential ones Recognizing the priorities of a modern environmental policy is a continuous green band of noise. ” On his 80th birthday, Klaus Kinkel paid tribute to him as an“ environmental activist from the very beginning ”and a“ vocal champion of de-bureaucratization ”.

As long-time President of the Association of Liberal Academics, Menke-Glückert donated the Arno Esch Prize .
