Presidential election in Slovenia 1992
The 1992 presidential election in Slovenia took place on December 6, 1992. It was the first free direct election of a head of state since the proclamation of independence in 1991 and the end of the war of independence . The winner of the election was the previous incumbent Milan Kučan (non-party).
Electoral system
The president was elected by the people in direct and secret ballot for a term of five years. A subsequent re-election was possible once. To be able to participate in the election, a candidate had to be a Slovenian citizen. The election was announced by the President of the State Assembly and had to take place no later than 15 days before the expiry of the previous President's term of office. The candidate who received the absolute majority of the votes was considered elected. Should none of the candidates achieve an absolute majority of the votes, a run-off vote had to take place between the two candidates who received the most votes.
Should the president's regular term of office expire during a state of war or emergency, his office did not end until six months after the state of war or emergency ended.
Candidates
A total of eight candidates ran for election. The previous incumbent Milan Kučan ( non-party ) ran again for the office of president and would only take up the first of two possible terms of office under the 1991 constitution if he won the election. Other candidates were France Tomšič ( SDSS ), Darja Bebler ( SSS ), Jeljko Kacin ( DS ), Stanko Busar ( SLS ), Ljubo Sirc ( LDS ), Alenka Slana ( NDS ) and Ivo Bizjak ( SKD ).
Election result
Milan Kučan received more than 60 percent of the votes in the first ballot and thus received an absolute majority of the votes. So he had clearly won the election and no second ballot was necessary.
