Protocol order of precedence in Italy

The protocol-based hierarchy in Italy was legally regulated for the first time in 1868 and profoundly reformed after the proclamation of the republic . In 2006 and 2008 the ranking was given a new legal basis, which provides for a division into seven categories. With this ranking, it is important in many cases whether a public official has functions at national and international or only regional or local level. Changes in the hierarchy may occur here, which are however pointed out.

President

Above the categories and in every Italian regional authority , the President of the Italian Republic comes first .

First category

  1. The Presidents of the Houses of Parliament , precedent has the elder ( Senate , Chamber of Deputies )
  2. The President of the Council of Ministers ( Prime Minister )
  3. The President of the Constitutional Court
  4. The former presidents of the republic, according to the date of entry into service

Second category

  1. The vice-presidents of the two chambers of parliament
  2. The Vice President of the Council of Ministers
  3. The Vice President of the Constitutional Court
  4. The ministers, according to the precedence of the ministries, then ministers without portfolio in alphabetical order
  5. The doyen of the diplomatic corps , in whose absence the most senior ambassador accredited to the Italian Republic or the ambassador to whose state a ceremony relates
  6. The president of a regional government or the autonomous provinces of Trento and Bolzano in the respective regional authority (i.e. not in a national institution) (usually before ministers)
  7. The constitutional judges
  8. The ambassadors accredited to the Italian Republic
  9. The presidents of the regional parliaments and the representative bodies of the autonomous provinces of Trento and Bolzano in the respective regional authorities
  10. The deputy ministers in the protocol order of their ministries
  11. The Vice President of the Self-Governing Body of Judges and Public Prosecutors ( Consiglio Superiore della Magistratura ) (President is the President of the State)
  12. The First President of the Supreme Court of Cassation
  13. The President of the National Council for Economy and Labor ( CNEL )
  14. The members of parliament who are members of the presidia of the two chambers of parliament (by age)
  15. The State Secretaries in the Presidium of the Council of Ministers , then those of the ministries in their protocol order (the State Secretary and Secretary of the Council of Ministers follows the ministers)
  16. The president of a regional government or of the autonomous provinces of Trento and Bolzano outside the respective local authority (first and foremost the chairman of the conferences of the regions and autonomous provinces)
  17. The senators for life in order of their age
  18. The chairmen of the parliamentary groups according to the respective rules of procedure
  19. The chairmen of the joint committees and other joint bodies of the parliamentary chambers in accordance with the rules of procedure
  20. The chairmen of the parliamentary committees according to the rules of procedure of the chambers
  21. The Presidents of the People's Representations of Regions and Autonomous Provinces outside their local authority (priority is given to the coordinator of the National Conference of Speakers of Parliament)

Third category

  1. The President of the Council of State
  2. The President of the Court of Auditors
  3. Senior Attorney General at the Supreme Court of Cassation
  4. The presidents of the independent authorities in the order of their creation, the governor of the Banca d'Italia
  5. The Chief State Counselor General
  6. The Chief of Staff of the Armed Forces
  7. The Extraordinary Government Commissioners (to solve specific problems)
  8. Members of the Italian Parliament and the European Parliament according to their respective rules of procedure
  9. The General Secretaries at the Office of the President, the Houses of Parliament, the Presidium of the Council of Ministers and the Constitutional Court
  10. The President of the Association of Chambers of Commerce
  11. The President of the Accademia Nazionale dei Lincei
  12. The President of the Consiglio Nazionale delle Ricerche

Fourth category

  1. Prefects in their local authority
  2. Mayor of your municipality (there before the prefect)
  3. Presidents of the local provinces
  4. Presidents of the courts of appeal on site
  5. Diocesan bishops (can be increased according to their rank)
  6. General secretaries of the ministries in their order (that of the Ministry of Foreign Affairs has priority at international events)
  7. Heads of cabinet of the ministries according to their hierarchy and chief of the police
  8. Ambassador at the head of a diplomatic mission at events relating to the state in which they are accredited
  9. The Chiefs of Staff of the Army , Navy , Air Force and Carabinieri as well as the Secretary General of the Ministry of Defense
  10. The vice-presidents of the local governments and representatives of the local people
  11. ( Nobel Prize Winner )
  12. The head of the Guardia di Finanza , the head of the Dipartimento delle Informazioni per la Sicurezza , lieutenant general with a fourth functional star and special tasks.
