Rolf Winkler grew up in Schwarzenberg and attended school there. After graduating from school, he moved to Dresden and learned the profession of stone sculptor at the Zwingerbauhütte from 1949–1951 . In 1952 he attended Etha Richter's drawing classes at the Art Academy's evening school . The following year he moved to Berlin and worked as a freelancer. He worked in Waldemar Grzimek's atelier and also acquired additional skills autodidactically. From 1965 to 1969 Winkler studied sculpture at the Berlin-Weißensee School of Art with Heinrich Drake and Karl-Heinz Schamal . He received a teaching post for sculpture in evening classes at this facility and at the same time continued to work in Drake and Schamal's studios until 1970. Working at the Weißenseer Kunsthochschule brought him to work with printing techniques from 1980. As a sculptor, he received commissions for public spaces. In 1991 he was appointed to the Strodehne Summer Academy . He worked on the advisory board of the sculpture workshops. Study trips took him to the Canary Islands in 1993, 1995 and 1996 and a VBK study trip to Central Asia. The collaboration with painter friends such as Hanfried Schulz and Sieghard Pohl rounded off his work and style.

Rolf Winkler died in 2001 in Berlin-Niederschönhausen and found his final resting place in the Pankow IV cemetery .
