Roy Richard Rubottom, Jr. (born February 13, 1912 in Brownwood , Texas , † December 6, 2010 in Austin , Texas) was an American diplomat , political scientist and university professor who was Assistant Secretary of State for Inter-American Affairs at the State Department was.

Life

Roy Richard Rubottom, Jr., son of Roy Richard Rubottom and Jennie Eleanor Watkins Rubottom, graduated from Southern Methodist University (SMU) after completing school and graduated with a Bachelor of Science (BS) in 1932 . A subsequent postgraduate course at Southern Methodist University he completed in 1933 with a Master of Arts (MA). He then moved to the University of Texas at Austin for postgraduate studies , where he was assistant dean for student life between 1937 and 1941 . After the United States entered World War II on December 11, 1941, he joined the US Navy as a frigate captain and was initially a naval liaison officer at the embassy in Mexico from 1943 to 1945 and then a naval attaché at the embassy in Paraguay .

After retiring from the US Navy, Rubottom joined the US State Department as a Foreign Service Officer and was initially Secretary and Consul at the Embassy in Colombia between 1947 and 1949, and then from 1950 to 1952 he was an advisor for Mexico at the State Department. After he was Head of the Central America Department at the Ministry of Foreign Affairs between 1952 and 1953 , he served as First Secretary at the Embassy in Spain between 1953 and 1954 . He then stayed at the embassy in Madrid, where he was head of the operations department from 1954 to 1956. After his return to the USA, he was Deputy Assistant Secretary of State for Inter-American Affairs from 1956 to 1957 and then, on June 18, 1957, as the successor to Henry F. Holland , Head of the Inter-American Affairs Affairs ( Assistant Secretary of State for Inter-American Affairs ) in the US State Department. He held this office until August 27, 1960, after which Thomas C. Mann took over this position on August 28, 1960.

Roy R. Rubottom himself was appointed Ambassador of the United States to Argentina on August 27, 1960 and handed over his letter of accreditation there on October 20, 1960 as the successor to Willard L. Beaulac . He remained in this post until October 29, 1961, whereupon Robert M. McClintock was his successor there.

He was then from 1961 to 1964 foreign policy advisor to the Naval War College (NWC) in Newport and from 1964 to 1971 Vice President of Southern Methodist University. During this time, Southwestern College in Kansas awarded him an honorary doctorate in law (Honorary LL.D.) in 1968. He also held a professorship in political science at SMU and served as president of the Universidad de las Américas (UDLA ) in Heroica Puebla de Zaragoza . He was also director of the Center of IberoAmerican Civilizations from 1975 to 1977 and received another honorary doctorate in law from Central Methodist University (CMU) in 1985 . In 1993 the Boy Scouts of America scout organization awarded him the Silver Buffalo Award .

Rubottom was married to Billy Ruth Young from December 23, 1938 until her death in 2008. From this marriage a daughter and two sons were born.
