Rupert Schmid

Rupert Schmid (born June 11, 1935 in Regensburg ) is a German politician ( CSU ). From 1978 to 2002 he was district administrator in the district of Regensburg in Bavaria and from 1999 to 2008 district council president of the Upper Palatinate . In the 24 years of his tenure as district administrator, he set the course for the successful development of the district. As president of the district assembly, he concentrated on the core tasks of the district and ensured orderly finances.

Life

Education and professional career

After high school, high school and law studies, Schmid first started a traineeship in Berlin , Speyer and finally in Regensburg, where he later worked as a lawyer . In 1963 he switched to the civil service as a legal civil servant , initially employed in the Riedenburg district office , then in the Regensburg district office . In 1968 he was given the job of representative of the then District Administrator Leonhard Deininger , whose successor he later became.

Political career

On May 1, 1978, Schmid was elected district administrator in the Regensburg district and was confirmed in office in 1984, 1990 and 1996. On February 18, 1999, he also succeeded Hans Bradl , who had been the district council president of the Upper Palatinate until then. In 2002 Schmid handed over the office of district administrator to his successor Herbert Mirbeth and remained president of the district until 2008.

Focus of work

The main focus of his work as a district administrator was mainly on increasing the number of jobs, promoting a healthy environment and solid finances. The savings bank merger, the settlement of BMW and the Regensburger Verkehrsverbund are milestones in his successful work. Initiatives in many areas of environmental protection , especially waste disposal , are considered exemplary throughout Bavaria.

As president of the district assembly, he managed to put the financial budget back in order. This also ended the discussion about the abolition of the Bavarian districts as a level of government . Schmid concentrated on strengthening the core tasks of the district: social security, health care in the field of psychiatry and neurology and cultural work. During his tenure, numerous groundbreaking decisions were made, such as the privatization of the district hospitals and the construction of the forensic clinic in Regensburg and Parsberg .
