Santiago is a municipality in the Philippine province of Ilocos Sur and is located on the South China Sea . In 2015, 18,759 people lived in the 74 km² area, resulting in a population density of 254 inhabitants per km². The terrain is very flat in the center and has a bay by the sea. The remaining part is hilly.
