Act

As Bishop of Olinda, he wrote a highly regarded pastoral letter in 1916, in which he denounced the secular politics and the lack of representation of Catholic interests in the political life of the predominantly Catholic country. This letter brought about the conversion of the well-known intellectual Jackson de Figueiredo and the emergence of political Catholicism. To this end, he supported the establishment in 1922 by de Figueiredo of the Centro Dom Vital , which developed into a cadre forge for the education of young Catholic personalities. His work as archbishop falls in an ideologically, politically and economically extremely turbulent and crisis-ridden time (presidency of Getúlio Vargas , world economic crisis ). He started a lay movement to give a voice to the political interests of the Catholic population and promoted the establishment in 1932 of the Liga Electoral Católica - LEC (Catholic Electoral League) as the Catholic representation for the Constituent Assembly (sessions begin on November 15th 1933). Cardinal Leme da Silveira gave precise instructions to the LEC as it worked. She was able to introduce important concerns of the Catholic electorate in the new constitution, which came into force on July 15, 1934. On July 4, 1937, Catholic Action was launched in his archbishopric . The impetus for this came from a letter from Pope Pius XI. to Cardinal Leme and the Brazilian Bishops of October 27, 1935.

Sebastião Leme da Silveira Cintra founded the Pontifical Catholic University of Rio de Janeiro in 1941 .
