biography

After attending school, the Sunni Muslim studied economics at the American University of Beirut . He later completed another postgraduate degree in economics from Indiana University .

On December 8, 1976, a year after the outbreak of the Lebanese civil war, he was the first Prime Minister of Lebanon to succeed Rashid Karami . He held this post as chairman of a pro- Syrian government until July 20, 1980. In 1984 he narrowly escaped being assassinated when a car bomb exploded near him.

As Karami's successor, he became Prime Minister again on July 1, 1987, and took over the post of Foreign Minister in his government, which was in office until December 24, 1990 . Since he did not recognize the provisions contained in the Taif Agreement on the appointment of prime ministers, there was a second government in Lebanon between September 1988 and October 1990 with the internationally recognized government of Michel Aoun . Prime Minister al-Hoss had the support of the Forces Libanaises in particular during this term of office .

Most recently, after being appointed by President Émile Lahoud from December 2, 1998 to October 23, 2000, he was again Prime Minister and Foreign Minister of Lebanon as successor to Rafiq al-Hariri , who in turn became his own successor. During this tenure, he also secured the support of the commander of the Forces Libanaises, Elie Hobeika , by appointing him to his cabinet as minister.

During his tenure, he gained a high reputation, particularly in the business world, due to his economic and financial policy experience.
