Shimohei ( Japanese 下 閉 伊 郡 , - gun ) is a district in northeastern Iwate Prefecture on Honshū , the main island of Japan .

In 2017 the district covered an area of ​​1,481.02 km²; the estimated population was 30,983, the population density therefore around 21 inhabitants / km².

The two village parishes of Fudai and Tanohata and the two cities of Iwaizumi and Yamada have belonged to the district since 2014 .
