The TER Champagne-Ardenne is network operator for the four departments in the former region Champagne-Ardenne . These are Ardennes (08), Aube (10), Marne (51) and Haute-Marne (52). The TER is an amalgamation of the regional administration and the SNCF. They provide the transport services in passenger transport by rail and in buses, decide on the tariff structure and are responsible for the frequency and capacity measurement.

As in the other regions, the work of the "TER Champagne-Ardenne" began in January 2002. A total of 240 million euros were made available for the modernization of the railway infrastructure for the period from 2000 to 2010. At the beginning, the average age of the fleet was 32 years. By 2010, the following should be in use:

23 CORAIL trains that are in use on the Dijon – Reims axis and two Z 11.500 (Z2) trains that are used on the two lines Reims – Nancy and Charleville-Mézières – Longwy have been / are being modernized . The maintenance of all wagons takes place in the depernay depot.

The Champagne-Ardenne region has 79 train stations and stops. On a total area of 25,600 km², 324 km² are supplied per train stop. This is one of the worst area supplies in France (for comparison: in Alsace there is a train station or stop over 68 km²). The Paris - Basel axis , which is served by line 4 within Champagne-Ardenne , has been electrified.
