Administrative division of Sakhalin Oblast
The Sakhalin Oblast in the Far Eastern Federal District of the Russian Federation is divided into 17 Rajons and a city district (as of 2012).
In contrast to most other subjects of the Russian Federation, there are only a few rural (selskoje posselenije) and urban parishes (gorodskoje posselenije) in Sakhalin Oblast : only two urban and one rural parishes in Uglegorski rajon and one urban municipality in Poronaiski rajon. Otherwise all other localities are directly subordinate to the respective Rajons or the city district.
history
As part of the administrative reform in the Russian Federation, the Sakhalin Oblast law of July 21, 2004 transformed most of the former Rajons into urban districts; only the Rajons Newelski and Uglegorski remained as such. In addition, the territory around the urban-type Wachrushev was spun off into an independent urban district. There was a lengthy legal battle between the Oblast Government and the Oblast Public Prosecutor's Office over the introduction of urban districts instead of the Rajons; but it was finally confirmed in this form by the Supreme Court of the Russian Federation on April 5, 2006.
In 2009, after a local referendum, the Nevelski rajon was also converted into an urban district and its communities dissolved.
At the end of 2011, the urban districts, with the exception of the urban district around the Yuzhno-Sakhalinsk oblast center, were renamed to Rajons again. However, the municipal structures previously created - with the Rajons, formerly urban districts, directly subordinate localities instead of an intermediate level of rural and urban communities - were retained. Only the district of Wachrushev was reintegrated into the Poronaiski rajon and converted into a township (gorodskoje posselenije) ; the communities of the Uglegorski rajon remained.
