42 citizens from Jever, Westrum and Wiefels had set themselves the goal of “making it easier to invest and encourage people to save”. On January 6, 1900, they founded a savings and loan fund in the Hotel Erbgroßherzog. The initiative came from the Agricultural Association. A month earlier, on December 2, 1899, he had promoted the establishment of such a fund with a lecture by the managing director of the Association of Oldenburg Agricultural Cooperatives, August Willers. Initially only about ten listeners were ready to enter, but a few days later, on January 3rd, at a preliminary meeting “for the purpose of establishing a savings and loan fund”, the number increased to 25.

Gerhard Evers, August Windels and Johann Toben formed the first board member of the new Raiffeisenkasse. They were supported by the supervisory board: Friedrich Köster (Jever), Ernst Lüken (travel castle) and Hero Habben (Quanens). Seilermeister Toben provided the first business space in Blauen Straße. A high desk, table, chairs and not to forget - a small safe made up the rather modest furnishings. As Rendant, Toben ran the banking business himself - as a sideline, for 200 marks a year. The new cash register followed the ideas of Friedrich Wilhelm Raiffeisen , a mayor from the Westerwald. From local attempts to alleviate and overcome social hardship, a cooperative system based on solidarity and self-help emerged in the second half of the 19th century , initially mainly rural. “One for all, all for one”, that was Raiffeisen's guiding principle. "That the conditions of the rural population need a thorough improvement is just as generally recognized as that the loan association associations are a sure way to bring about this improvement," wrote Raiffeisen in 1877. By his death in 1881, hundreds of such associations had already been established . Through the cooperative community of the members they succeeded in overcoming the lack of capital in the countryside.

The foundation in Jever was not limited to an agriculturally oriented target group. Raiffeisen had already written: “The loan fund associations are not only applicable for the country, but also for urban conditions.” And so from the start there were also merchants and master craftsmen among the members of the savings and loan fund in the city of Jever . The first successes were already recorded at the ordinary general assembly on February 24, 1902. Total sales had increased by almost 38 percent compared to the year it was founded.

After the First World War , the savings and loan fund had to face changed economic challenges. The old business premises were no longer sufficient. From 1920, the bank was located in rented rooms at Alter Markt 49. The new rendant in 1923 was Johann Toben's son Hans, who held this office until 1932. The inflation of 1923 plunged the savings and loan funds into trouble, as did the entire economy. Even the currency reorganization that came with the introduction of the Reichsmark did little to change the position of the coffers. The loans, which had been devalued by inflation, were not revalued. A few years later, the lending business got caught up in the maelstrom of the global economic crisis . Businesses became insolvent and could no longer repay their loans.

National Socialist rule led to the destruction of democratic cooperative law, and the state also brought the savings and loan funds under its control. The Second World War threatened the economic substance again, in 1941 the loan amount fell drastically. The currency reforms of 1948 stabilized the economic situation. The rise in the economic boom of the 1950s was reflected in the motto of the General Assembly of February 1958: "Work and save bring prosperity". Since 1953 it has operated under the name “Raiffeisen-Bank Jever eGmbH”, and today it has become Volksbank Jever. The other cooperative banks in Jeverland have merged into it.
