On June 2, 1991 the election for the 14th electoral term of the citizenship of the Free and Hanseatic City of Hamburg ( citizenship election ) took place.

For the first time 121 members of parliament were elected (previously 120). The SPD won the majority with one seat (61 seats) and was thus able to provide the government alone. 1,256,147 Hamburgers were called to vote for parliament. 819,773 valid votes were cast. This corresponds to a turnout of 66.1%. The Hamburg Parliament met on June 19, 1991 for its constituent meeting.

In this state election, the coalition of the SPD and FDP that has been in office since 1987 stood for re-election.

The SPD's top candidate was the First Mayor Henning Voscherau , who had been in office since 1988 , and his opponent was the CDU politician Hartmut Perschau .

Result

The SPD achieved a wafer-thin majority of the seats. The FDP therefore rejected a new edition of the coalition, so that the SPD provided the Senate alone. Except for Christina Weiss (non-party), all senators belonged to the Social Democratic Party. Henning Voscherau was elected First Mayor . (See: Senate Voscherau II ).

Main issues during the 14th legislature

In 1991 a group of around 20 CDU members sued because of concerns about the validity of the general election of June 2, 1991 and of six of the seven district assembly elections on the same day. The list of candidates at the CDU would have violated electoral law principles. The Hamburg Constitutional Court granted the application on May 4, 1993. There were new elections on September 19, 1993. The publisher Markus Wegner , formerly CDU and co-plaintiff, founded the STATT party .
